Abstract: An example device for decoding video data includes a video decoder configured to decode one or more syntax elements at a region-tree level of a region-tree of a tree data structure for a coding tree block (CTB) of video data, the region-tree having one or more region-tree nodes including region-tree leaf and non-leaf nodes, each of the region-tree non-leaf nodes having at least four child region-tree nodes, decode one or more syntax elements at a prediction-tree level for each of the region-tree leaf nodes of one or more prediction trees of the tree data structure for the CTB, the prediction trees each having one or more prediction-tree leaf and non-leaf nodes, each of the prediction-tree non-leaf nodes having at least two child prediction-tree nodes, each of the prediction leaf nodes defining respective coding units (CUs), and decode video data for each of the CUs.

Abstract: An example device for coding (encoding or decoding) video data includes a memory configured to store video data; and one or more processors implemented in circuitry and configured to: determine a first number of neighboring blocks to a current block of the video data that are intra-predicted; determine a second number of the neighboring blocks that are inter-predicted; determine a first weight value to be applied to intra-prediction samples of an intra-prediction block for the current block; determine a second weight value to be applied to inter-prediction samples of an inter-prediction block for the current block; generate a prediction block for the current block as a weighted combination of the intra-prediction block to which the first weight value is applied and the inter-prediction block to which the second weight value is applied; and code the current block using the prediction block.

Abstract: Techniques are described for improving transform coding. For example, an encoded block of video data can be obtained, and a width and/or a height of the block can be determined. The width can be compared to a first threshold and/or the height can be compared to a second threshold. A horizontal transform and a vertical transform can be determined for the block based on comparing the width of the block to the first threshold and/or the height of the block to the second threshold. The horizontal transform and the vertical transform are determined without decoding a syntax element that indicates the horizontal transform and the vertical transform (e.g., the syntax element is not in an encoded video bitstream processed by a decoding device). In some cases, residual data is determined using the horizontal and vertical transforms, and a video block is determined using the residual data and a predictive block.

Abstract: An example device for decoding video data includes memory configured to store the video data and one or more processors implemented in circuitry and communicatively coupled to the memory. The one or more processors are configured to reshape a pixel domain reference template block using a forward mapping function into a mapped domain reference template block and derive local illumination compensation (LIC) model parameters from the mapped domain reference template block and a mapped domain neighboring reconstruction template block. The one or more processors are configured to apply the LIC model parameters to motion-compensated prediction signals and decode the video data based on the application of the LIC model parameters.

Abstract: A device for decoding video data performs coefficient coding for a residual block of video data encoded using a transform skip mode by determining values for a first neighboring coefficient and a second neighboring coefficient and determining a context offset for the coefficient currently being decoded based on the value for the first neighboring coefficient and the value for the second neighboring coefficient. Performing coefficient coding includes, for example, performing sign coding, level mapping, and context derivation. The device performs coefficient coding to determine the residual block and adds the residual block to a predicted block to determine a reconstructed block.

Abstract: A video coder determines a plurality of available Matrix Intra Prediction (MIP) parameter sets (MPS's) for a picture of video data. The plurality of available MPS's is a union of (i) a subset of all default MPS's and (ii) a set of additional MPS's that are signaled in the bitstream. Each of the default MPS's is associated with a predefined MIP mode in a codec. Each of the set of additional MPS's is associated with a new MIP mode in a set of new MIP modes. The video decoder uses a MIP mode associated with an MPS in the plurality of available MPS's to generate a prediction block for a current block of the picture.

Abstract: A video decoder is configured to decode one or more first adaptation parameter set (APS) indices for a current picture that indicate one or more first APSs that may be used for decoding the current picture. The video decoder may determine, for a block of a sub-picture of the current picture, an APS from the one or more first APSs indicated for the current picture, and decode the block of the sub-picture using the determined APS. In some examples, the video decoder may determine, for the block of the sub-picture of the current picture, the APS from the one or more first APSs indicated for the current picture without decoding any syntax elements, at a sub-picture level, indicating APSs that may be used for decoding the sub-picture.
