    Abstract: Techniques are described for wireless communication. A method for wireless communication at a user equipment (UE) includes receiving an indication of at least one receive capability of a network access device; transmitting a first message of a random access channel (RACH) procedure; receiving a random access response (RAR) message in response to transmitting the first message; and interpreting the RAR message according to a format based at least in part on the received indication. A method for wireless communication at a network access device includes transmitting an indication of at least one receive capability of the network access device; receiving, from a UE, a first message of a RACH procedure; and transmitting a RAR message to the UE in response to receiving the first message. The RAR message has a format based at least in part on the at least one receive capability of the network access device.

    Abstract: Certain aspects of the present disclosure relate to synchronization channel design for a new carrier type. In certain aspects, a User Equipment (UE) may first search for legacy locations of PSS (Primary Synchronization Signal) and SSS (Secondary Synchronization Signal), and attach to a cell that transmits the legacy PSS/SSS. Then the UE may be provided with information indicating a search space for PSS and SSS of a new carrier. The UE may then search for the PSS and SSS for the new carrier based on the received information. The relative spacings in time between the PSS and SSS for the first carrier may be different from the relative spacings in time between the PSS and SSS for the second carrier. In alternative aspects, the UE may receive a frequency offset value and determine PSS/SSS locations for the new carrier based on the frequency offset value and spaced center frequencies.

    Abstract: Various aspects described herein relate to managing a soft buffer for decoding hybrid automatic repeat/request (HARQ) based transmissions in wireless communications. A legacy soft buffer size of a legacy soft buffer can be determined for decoding HARQ based transmissions in legacy communications, where the legacy communications are based on a first transmission time interval (TTI) of a first duration. Ultra low latency (ULL) communications can be received, where the ULL communications are based on a second TTI that is less than the first duration. A ULL soft buffer size for a ULL soft buffer for decoding HARQ based transmissions in the ULL communications can be determined. Contents of the ULL soft buffer can be managed based at least in part on the ULL soft buffer size.

A method for wireless communication at a user equipment (UE) includes transmitting precoder selection signals from at least two antennas of the UE during performance of a random access procedure over a wireless network; and receiving, from the wireless network during the random access procedure, an indication of a refined precoding setting for the UE. A method for wireless communication at a network access device includes receiving, from a UE during a random access procedure performed by the UE, precoder selection signals from at least two antennas of the UE; identifying a refined precoding setting for the UE based at least in part on the received precoder selection signals; and transmitting an indication of the refined precoding setting to the UE.
