Abstract: A method and apparatus for video coding utilizing a current block, a maximum side of the transform block of the current block corresponds to 64. A scaling matrix is derived from elements of an 8×8 base scaling matrix, where the elements in a bottom-right 4×4 region of the 8×8 base scaling matrix are skipped, either not signaled or set to zero. According to another method, a current block belongs to a current picture in a first color format that has only a first color component. A first scaling matrix is signaled at the video encoder side or parsed at the video decoder side for the first color component of the current block. Signaling any second scaling matrix is disabled at the video encoder side or parsing any second scaling matrix is disabled at the video decoder side for a second or third color component of the current block.

Abstract: Method and apparatus of coding a video sequence, are disclosed. According to the method, a bitstream corresponding to encoded data of the video sequence is generated at an encoder side or received at a decoder side, where the bitstream complies with a bitstream conformance that one or more constraints are satisfied. The constraints are related to a set of RPR (Reference Picture Resampling) parameters including scaling window width or height of a current picture, scaling window width or height of a reference picture, current picture width or height, and maximum picture width or height specified for the video sequence. Scaling information for the RPR mode is derived using the set of RPR parameters. A target picture of the video sequence is then encoded at the encoder side or decoded at the decoder side by utilizing the scaling information when the RPR mode is enabled for the target picture.

Abstract: A method for signaling subpicture structures for coded video is provided. A video decoder receives data from a bitstream to be decoded as a sequence of video pictures. The video decoder receives from the bitstream subpicture specification for one or more subpictures in the sequence of video pictures. The subpicture specification identifies a position and a size for each subpicture by providing an index that identifies a coding tree unit (CTU) for the subpicture. The video decoder reconstructs each subpicture for the sequence of video pictures according to the subpicture specification.

Abstract: A method and apparatus for video coding using block partition are disclosed. According to the present invention, a partition structure corresponding to recursively partitioning a current block into smaller TU (transform unit) blocks until the partition structure reaches a maximum allowed split depth or until a block size of at least one of smaller TU blocks is a supported core transform size, where the current block is partitioned into final smaller TU blocks according to the partition structure. A transform coding process is applied to the current block according to the partition structure, where the transform coding process is skipped for at least one of the final smaller TU blocks. A flag can be signalled for the current block to indicate whether the current block is allowed to skip the transform coding process for said at least one of the final smaller TU blocks.

Abstract: A method and apparatus of video coding incorporating Deep Neural Network are disclosed. A target signal is processed using DNN (Deep Neural Network), where the target signal provided to DNN input corresponds to the reconstructed residual, output from the prediction process, the reconstruction process, one or more filtering processes, or a combination of them. The output data from DNN output is provided for the encoding process or the decoding process. The DNN can be used to restore pixel values of the target signal or to predict a sign of one or more residual pixels between the target signal and an original signal. An absolute value of one or more residual pixels can be signalled in the video bitstream and used with the sign to reduce residual error of the target signal.

Abstract: A method of video coding using generalized bi-prediction (GBi) receives input data associated with a current block in a current picture, wherein the input data comprises information associated with a block size of the current block, determines a set of weighting factor pairs, wherein a size of the set of weighting factor pairs depends on the block size of the current block, and derives a set of advanced motion vector prediction (AMVP) candidate lists comprising MVP (motion vector prediction) candidates. The method further derives a set of final motion information based on the MVP candidates, determines that the set of final information comprises a bi-prediction predictor, generates a final predictor by combining two reference blocks associated with the final motion information using a target weighting factor pair selected from the set of weighting factor pairs, and encodes or decoding the current block using the final predictor.

Abstract: Method and apparatus of video coding are disclosed. According to the method, a boundary region in the current block is determined. For each pixel in the boundary region, an Intra predictor and an Inter predictor care derived. An Intra-Inter predictor is generated by blending the Intra predictor and the Inter predictor. Pixels in the boundary region of the current block are encoded or decoded using the Intra-Inter predictor. For the remaining pixels in the current block not belonging to the boundary region, the pixels are encoded or decoded using the Inter predictor or the Intra predictor. In another method, the Intra-Inter prediction process is implemented by scaling the sum of the Intra weighting factor and the Inter weighting factor is scaled to a power-of-2 number to avoid the need for the division operation. In yet another method, the Intra-Inter prediction is applied depending on the current block size.

Abstract: A method and apparatus provide adaptive interpolation filter for motion compensation with fractional-pixel accuracy. Embodiments of the present invention generate interpolated reference samples at non-integer locations based on existing reference samples in a reference block by using an interpolation filter set adaptively according to pixel location and/or pixel characteristics. A current block is then encoded or decoded using a temporal predictor including the interpolated reference samples. The adaptive interpolation filter can be applied to the prediction unit (PU). In one embodiment, the interpolation filter set consists of interpolation filters having different filter lengths. An interpolation filter with a longer tap length is applied to generate interpolated reference samples farther from the block boundary and an interpolation filter with a shorter tap length is applied to generate interpolated reference samples closer to the block boundary.
