Abstract: A picture partitioning method and apparatus are described. The method includes determining a split mode of a current node, where the current node includes a luma block and a chroma block. The method further includes determining, based on the split mode of the current node and a size of the current node, that the chroma block of the current node is not further split. In accordance with the chroma block of the current node not being further split, the method includes splitting the luma block of the current node based on the split mode of the current node. In accordance with the chroma block of the current node not being further split, the method may be used to split only the luma block of the current node, thereby improving encoding and decoding efficiency, reducing a maximum throughput of a codec, and facilitating implementation of the codec.

Abstract: A video decoding method includes parsing a bitstream to obtain a split mode to transform units (TUs) in a current coding unit (CU). Each of the TUs has a serial number in a one-to-one correspondence with positions of the TUs in the current CU. A transform coefficient of a luminance transform block of a current TU in the TUs is obtained. A transform type of the luminance transform block of the current TU is obtained based on the split mode and a serial number of the current TU. An inverse transform on the transform coefficient of the luminance transform block of the current TU is performed based on the transform type of the luminance transform block of the current TU to obtain a reconstructed residual of the luminance transform block of the current TU. A reconstructed block of the current CU is obtained based on the reconstructed residual.

Abstract: A decoding method and a decoder for decoding a current block of a video frame is provided, wherein the decoding method comprises determining a list of Most Probable Modes (MPMs) for the current block. When at least one condition is satisfied, the list of MPMs includes a DC mode, a Vertical mode, a Horizontal mode, an intra prediction mode corresponding to a value of the Vertical mode with a first offset, and an intra prediction mode corresponding to the value of the Vertical mode with a second offset. The decoding method further includes obtaining a MPM flag and a MPM index for the current block from a bitstream of the video, and obtaining an intra prediction mode for the current block for reconstructing the current block.

Abstract: The present disclosure relates to methods and devices to be employed for encoding and decoding of image or video signal. Abstract: A video coding mechanism is disclosed. The mechanism includes receiving a bitstream including a first slice of a coded image. The coded image is associated with a picture parameter set (PPS) in the bitstream. The first slice is associated with a slice header in the bitstream. A list of identifiers (IDs) is parsed from the PPS. A first ID is parsed from the slice header of the first slice. The first ID matches one of the IDs in the list of IDs in the PPS. A list of tiles coded in the first slice is determined based on the first ID. The first slice is determined to generate a reconstructed sub-image of the coded image.

Abstract: An apparatus and a method filters reconstructed images, in particular, video images, with adaptive multiplicative filters.
