Abstract: A computing device receive a bitstream comprising a plurality of coded slice NAL units encapsulating RBSPs for respective slice segments of a slice of a picture. The slice segments including an independent slice segment and one or more dependent slice segments. The picture is partitioned into a plurality of tiles, including a first tile and a second tile. The slice segments include one or more slice segments that contain CTUs of the first tile and one or more slice segments that contain CTUs of the second tile. The computing device generates a file storing the bitstream. As part of generating the file, the computing device defines a tile region in the file. The tile region comprises an integer number of tiles forming a rectangular region encoded in one or more of the slice segments. The rectangular tile region includes the first tile and not the second tile.

Abstract: A computing device may obtain, from a first bitstream that includes a coded representation of the video data, a Supplemental Enhancement Information (SEI) message that includes an indication of an extraction mode that was used to produce the first bitstream. If the extraction mode is the first extraction mode, the first bitstream includes one or more coded pictures not needed for correct decoding of the target output layer set. If the extraction mode is the second extraction mode, the first bitstream does not include the one or more coded pictures not needed for correct decoding of the target output layer set.

Abstract: Techniques and systems are provided for encoding and decoding video data. For example, a method of decoding video data includes obtaining an encoded video bitstream comprising one or more layer sets and one or more additional layer sets. The encoded video bitstream includes a video parameter set defining parameters of the encoded video bitstream. The one or more layer sets are defined in a base part of the video parameter set, and the one or more additional layer sets are defined in an extension part of the video parameter set. The method further includes decoding one or more syntax elements from the video parameter set. The one or more syntax elements include rate information for the one or more layer sets defined in the base part of the video parameter set and for the one or more additional layer sets defined in the extension part of the video parameter set.

Abstract: An apparatus configured to code video information includes a memory unit and a processor in communication with the memory unit. The memory unit is configured to store video information associated with a first video layer having a first picture in a first access unit. The processor is configured to determine whether the first picture in the first access unit is an intra random access point (IRAP) picture, and in response to determining that the first picture in the first access unit is an IRAP picture, provide an indication, in a bitstream, to reset a picture order count (POC) of at least one other picture in the first access unit, wherein the at least one other picture is not an IRAP picture. The processor may encode or decode the video information.

Abstract: In one example, a device for processing decoded video data a video decoder implemented by one or more hardware-based processing units comprising digital logic circuitry, and a postprocessing unit implemented by one or more hardware-based processing units comprising digital logic circuitry. The video decoder is configured to decode video data of a video bitsream according to a video coding standard, extract HDR postprocessing data from an SEI message of the video bitstream, and provide the decoded video data and the HDR postprocessing data to the postprocessing unit. The postprocessing unit is configured to process the decoded video data using the HDR postprocessing data according to the video coding standard. The device may additionally determine whether the video decoder is compliant with the video coding standard by comparing the processed video data with reference processed video data.

Abstract: An apparatus configured to construct a reference picture list includes a memory and one or more processors in communication with the memory. The memory is configured to store one or more reference pictures. The one or more processors are configured to determine (i) a first number representative of a total number of reference pictures available for prediction in at least one of inter mode or intra block copy mode and (ii) a second number representative of a total number of reference pictures to be included in the reference picture list, and in response to a determination that the second number is greater than or equal to the first number, refrain from replacing a reference picture in the reference picture list with a current picture to be predicted. The one or more processors may encode or decode the current picture based on the reference picture list.

Abstract: A video processing device obtains a data stream comprising a plurality of elementary streams and a High Efficiency Video Coding (HEVC) timing and Hypothetical Reference Decoder (HRD) descriptor. The HEVC timing and HRD descriptor comprises a target schedule index syntax element indicating an index of a delivery schedule. The video processing device may identify, based on a set of parameters, a syntax element in an array of syntax elements in a video parameter set (VPS). The set of parameters may comprise a parameter having a value equal to a value of the target schedule index syntax element. The video processing device may identify, based on an index specified by the identified syntax element, a particular HRD parameters syntax structure in a plurality of HRD parameters syntax structures as being applicable to a particular elementary stream.
