Techniques and systems are provided for encoding and decoding video data. For example, a method of encoding video data includes generating an encoded video bitstream comprising multiple layers. The encoded video bitstream includes a video parameter set defining parameters of the encoded video bitstream. The video parameter set includes video usability information. The method further includes determining whether timing information is signaled in the video usability information of the video parameter set. The method further includes determining whether to signal hypothetical reference decoder parameters in the video usability information of the video parameter set based on whether timing information is signaled in the video usability information.

In an example, a method for video coding includes processing a Supplemental Enhancement Information (SEI) Network Abstraction Layer (NAL) unit that comprises one or more SEI message structures in a raw byte sequence payload (RBSP), such that one or more SEI message structure includes at least one nesting SEI message structure having one or more SEI messages. In various embodiments, the SEI NAL unit is processed, and a syntax element, indicative of a number of SEI messages comprised within the at least one nesting message structure, is coded.

Systems and methods for encoding a decoding video data are disclosed. The method for decoding video data can include receiving a bitstream having a plurality of layers of video data. The plurality of layers of video data can include a base layer and a video parameter set (VPS). The VPS can indicate a plurality of output layer sets (OLS) and profile, tier, and level (PTL) information for each OLS of the plurality of OLSs, including the 0th OLS. The method for decoding can also include selecting an OLS from the one or more layers as a target OLS, and decoding the target OLS based on PTL information signaled in the VPS.

The one or more layer sets are defined in a base part of the video parameter set, and the one or more additional layer sets are defined in an extension part of the video parameter set. The method further includes decoding one or more syntax elements from the video parameter set. The one or more syntax elements include rate information for the one or more layer sets defined in the base part of the video parameter set and for the one or more additional layer sets defined in the extension part of the video parameter set.

A video processing device is configured to obtain, from a bitstream, one or more syntax elements indicating one or more partitioning schemes for an output layer set. For each respective partitioning scheme of the one or more partitioning schemes, the respective partitioning scheme specifies a division of the output layer set into one or more partitions. Each layer in the output layer set belongs to exactly one partition in the respective partitioning scheme. Additionally, the video processing device obtains, from a Supplemental Enhancement Information (SEI) message or video usability information (VUI) in a video parameter set (VPS), hypothetical reference decoder (HRD) parameters for each of the one or more partitioning schemes. For each respective partition of the respective partitioning scheme, the video processing device tests, based on the HRD parameters for the respective partitioning scheme, the respective partition for conformance to a video coding standard.

A device signals a property of a bitstream. The bitstream comprises a plurality of coded video sequences (CVSs). When the property has a particular value, all the CVSs of the bitstream conform to the same profile. A video processing device is able to determine, based on the property, whether to process the bitstream.

The method also includes only coding one or more non-VCL NAL units containing an SEI message applicable to the VCL NAL units of the first layer together with the VCL NAL units of the first layer such that within the access unit the bitstream does not contain any coded pictures of any other layer of the multi-layer bitstream between the VCL NAL units of the first layer and the non-VCL NAL units containing the SEI message applicable to the VCL NAL units of the first layer.

The processor is further configured to decode pictures associated with the access unit based on the stored decoded base layer picture, and subsequent to decoding the pictures associated with the access unit, empty the decoded base layer picture from the memory.
