    Abstract: Methods, systems, and devices for wireless communications are described. A user equipment (UE) may be configured to receive, from a base station, control signaling indicating a proactive traffic reporting configuration identifying a trigger condition for proactively reporting expected data traffic for the UE. The UE may transmit, to the base station based on a satisfaction of the trigger condition, an uplink message including an indication of an expected amount of data traffic for the UE, where the satisfaction of the trigger condition is based on the expected amount of data traffic. The UE may subsequently receive, in response to the uplink message, a downlink message indicating a resource allocated for communicating the expected amount of data traffic, and may communicate at least a portion of the expected amount of data traffic with the base station via the indicated resource.

    Abstract: Methods, systems, and devices for wireless communications are described for capability indications by a reduced capability user equipment (UE) and UE-based performance measurement parameter reporting or self-organizing network (SON) parameter reporting based on the capability indications. A reduced capability UE may transmit a set of capabilities to a base station that indicate various types of parameter reporting that are supported at the UE. The base station may identify the UE as a reduced capability device, and set one or more reporting parameters based on the indicated UE capabilities. The base station may provide a reporting configuration to the UE with the one or more reporting parameters, and the UE may provide reporting of measured parameters (e.g., performance measurement parameter reporting or SON parameter reporting) based on the reporting configuration.

    Abstract: Methods, systems, and devices for wireless communication are described. Generally, the described techniques provide for efficiently signaling configurations of physical resources and transmission parameters to a user equipment (UE) for small data transmissions (for example, data transmissions in an inactive or idle state). A base station may broadcast or multicast downlink control information (DCI) in one or more control channels that schedules data transmissions in a set of data channels. The base station may then multicast one or more configurations in each of the data channels, and a UE may decode one of the data channels to determine a configuration for a small data transmission. Because the configurations may be transmitted in the data channels in addition to system information or paging information, a base station may have access to sufficient resources to provide suitable configurations to a UE for communications in an inactive or idle state.
