    Abstract: Methods, systems, and devices for wireless communications are described. A user equipment (UE) may identify a resource configuration for communications with a base station on a multiple sets of resources across multiple component carriers, the resource configuration including at least a first set of resources on a first component carrier and a second set of resources on a second component carrier. The UE may receive, from the base station, a downlink control information (DCI) message on the first component carrier, the DCI message including a DCI format that controls the multiple of sets of resources across the plurality of component carriers. The UE may determine that the first set of resources and the second set of resources are one of activated or released based on a first indication in the DCI message.

    Abstract: Methods, systems, and devices for wireless communications are described. Layer two (L2) relay techniques may support early measurements for relay selection. During a transition to an idle or inactive state, a remote user equipment (UE) may receive a radio resource control (RRC) release message indicating a list of relay UE candidates on which to perform early measurements. The remote UE may perform the early measurements and may transmit a measurement report to abase station indicating the measurements. Based on the early measurements of the relay UE candidates performed by the remote UE and the measurement report, the base station may select a relay UE candidate-remote UE relay pairing, and may transmit an indication of the pairing to the remote UE along with other relay configuration information. Using the identified relay pairing, the remote UE may establish a sidelink connection with the identified relay UE candidate.

    Abstract: Methods, systems, and devices for wireless communications are described. Generally, a user equipment (UE) may communicate with a network device in an idle or disconnected state using preconfigured uplink resources (PURs). The UE may transmit uplink data, and may begin to monitor for a PUR response message corresponding to the uplink data after a configurable time offset. The Base station may indicate the configurable time offset in an RRC release message, another message, or the UE may select the configurable time offset from a set of configurable time offsets based on one or more system parameter values. Additionally, the UE may not monitor for PUR response messages after every PUR occasion during which it transmits uplink data.

    Abstract: Aspects of the disclosure relate to devices and methods for managing carrier aggregation. Downlink control information (DCI), transmitted via a primary cell (PCell), may include one or more secondary cell (SCell) dormancy indication (SDI) value(s) for one or more secondary cells (SCells). That DCI may also schedule a physical downlink shared channel. A scheduled entity may transmit acknowledgment information indicating whether the scheduled entity successfully received the DCI. Where the SDI indicates a switch in behavior relative to one or more SCell(s) and the acknowledgment information indicates that the scheduled entity successfully received that DCI, the one or more SCell(s) transition from dormant to active or vice-versa. Accordingly, the scheduled entity conforms its behavior to provide the appropriate dormancy and non-dormancy behavior when utilizing, in addition to the PCell, one or more SCell(s) for wireless communication in carrier aggregation.
