Methods and apparatus for wireless communication in a wireless communication network include maintaining a Public Land Mobile Network (PLMN) list and receiving an information request from a network, wherein the information request is associated with configuration parameters associated with the PLMN list. Aspects of the methods and apparatus configuring the UE based on the configuration parameters associated with the PLMN list. Aspects also include replying to the network that the UE is configured with the configuration parameters associated with the PLMN list.
Abstract:
Methods, systems, and devices are described for reducing congestion in a wireless communications system. A second connection failure is detected, and a difference between a timestamp of the second connection failure and a timestamp of a first connection failure is calculated. Upon determining that the difference satisfies a first time threshold, information relating to one or more previous connection failures is cleared. A time period is identified. A number of connection failures from a cell that occur during the time period is identified. A determination is made as to whether the number of connection failures satisfies a threshold. Upon determining that the number of connection failures satisfies the threshold, a future connection request may be withheld for a time period.
Abstract:
An access terminal pre-registers with a second access network via a first access network to ensure a quick handover in the future. Frequent pre-registration attempts are avoided by implementing a hysteresis timer that restricts when a pre-registration process can be initiated. The hysteresis timer is started when pre-registration is initiated by the access terminal. No new pre-registration attempts are permitted if the hysteresis timer has not expired. An abort condition can cause the hysteresis timer to be aborted early, and a new pre-registration can be initiated. Access points in the first access network may be grouped into one or more pre-registration zones. If the access terminal moves from a first access point to a second access point, a new pre-registration is skipped if the first and second access points have the same pre-registration zone or the second access point is aware of the pre-registration zone for the first access point.

Methods, systems, apparatuses and devices are described for managing a call during radio link failure. In one embodiment, radio link failure over a radio access technology may be detected during or after a call setup procedure. A public land mobile network and an equivalent public land mobile network may be selected. An initial search for cells of the radio access technology may be performed over the selected public land mobile network and the equivalent public land mobile network. The initial search may be performed once or twice based on a configurable parameter.

A method, an apparatus, and a computer program product for wireless communication are provided in which a user equipment performs an inter-radio access technology (RAT) mobility procedure from a first network to a second network while idle mode signaling reduction (ISR) is active, locally deactivates ISR in connection with completion of the inter-RAT mobility procedure, and initiates a location management procedure in the second network. Depending on the respective type of the first and second network, and the connection state of the UE with respect to the first network, the mobility procedure may be performed in response to a mobility command received from the first network, or in response to a mobility condition of the first network as detected by the UE.

A method, an apparatus, and a computer program product for wireless communication are provided. The apparatus, e.g., a network entity, may establish a connection between a user equipment (UE) and a packet data network, designate the packet data network with an always-on status, and notify the UE, while the UE is in the idle mode, when a loss of connection with the packet data network is detected. The UE may be connected to another packet data network when the loss of the connection occurs. A service provided by the packet data network may be designated as having an always-on status and the UE may be notified when a loss of the service is detected

Techniques are described for power conservation in emergency broadcast message reception in a wireless communications system. In accordance with a method for conserving power, one or more segments of an emergency broadcast message in an access stratum are received. The emergency broadcast message is identified as a duplicate emergency broadcast message based at least in part on one or more identifiers of the received one or more segments. The receipt of additional segments of the emergency broadcast message is terminated.

A wireless communication device for thermal mitigation with multiple processors is described. The wireless communication device includes a first communications processor that processes a data call. The wireless communication device also includes a second communications processor coupled to the first communications processor. The first communications processor performs a thermal mitigation operation by sending instructions to the second communications processor when at least one thermal threshold is reached. The second communications processor receives and executes the instructions.

Certain aspects provide methods and apparatus for wireless communications by a UE including determining, while the UE is in a coverage area of a first network, that a connection to a second network, comprising a packet data network (PDN), is disconnected locally, and taking at least one action to avoid a rejection of a request to connect to the second network.
