Abstract: A method for color index coding of blocks in a picture is disclosed. In one embodiment for the decoder side, a current coding mode is parsed from the input coded bitstream for one or more first currently decoded pixels in a current block starting from a first starting position. If the current coding mode corresponds to a generalized copy-previous-row mode, one or more first reference pixels starting from a first starting reference position located at T-th row above the first currently decoded pixels are identified, where T is an integer equal to or greater than one. The first reference pixels starting from the first starting reference position are then used to decode the first currently decoded pixels starting from a first starting position by copying the first reference pixels starting from the first starting reference position respectively. The system may also include a copy-left mode or escape mode.

A Quantization Parameter (QP) minimum block area or a depth flag is determined and an area of the current CB according to a width and a height or a combined depth of the current CB is calculated and compared with the QP minimum block area or the depth flag. Signaling of QP information for the current CB is conditioned by the comparing result. The QP information for the current CB is used to quantize a residual signal of the current CB or recovering a quantized residual signal of the current CB.

Abstract: A method and apparatus for video encoding and decoding with affine motion compensation are disclosed. An embodiment of the method receives input data associated with a current block coded or to be coded in an affine mode. Two or more motion vectors of a neighboring block are retrieved from a buffer, where at least one of the retrieved motion vectors is not corresponding to a sub-block in a first neighboring block row or a first neighboring block column. The method derives an affine candidate including affine motion vectors using the retrieved two or more motion vectors, and encodes or decodes the current block by predicting the current block using one or more motion compensated blocks by the derived affine candidate. The buffer for affine candidate derivation stores selective motion vectors less than all motion vectors of coded blocks in the current picture.

Abstract: A method for a video encoder or decoder using an Intra Block Copy (IntraBC) mode is disclosed. If IntraBC mode is enabled and no loop filter is used for a current picture, a currently decoded reference picture for the current picture is marked as a long-term reference picture before and during decoding of the current picture. Abstract: Method and apparatus of managing a DPB (decoded picture buffer) for a video coding system are disclosed. Whether the IntraBC mode is used for a current picture is determined and a maximum allowed number of decoded pictures in the DPB is allocated based on whether the IntraBC mode is used for the current picture. The current picture is then encoded or decoded using decoded pictures stored in the DPB as reference data. In another method, a maximum number of reordered pictures in the DPB is determined. If certain conditions are true, one or more decoded pictures stored in the DPB will be emptied until none of the conditions is true. One condition corresponds to a number of decoded pictures in the DPB marked as “needed for output” being greater than the maximum number of reordered picture modified according to whether the IntraBC mode is used for the current picture.

Abstract: A method and apparatus for video coding using flexible block partition structure are disclosed. The coding unit is partitioned into one or more prediction units according to a prediction binary tree structure corresponding to one or more stages of binary splitting. A respective predictor for each prediction unit is generated according to a selected prediction mode for each prediction unit. At the encoder side, prediction residuals are generated for the coding unit by applying a prediction process to each prediction unit using the respective predictor. At the decoder side, the reconstructed prediction residuals for the coding unit are derived from the video bitstream. A reconstructed coding unit is generated by reconstructing each prediction unit in the coding unit based on the respective predictor and reconstructed prediction residuals of each prediction unit according to the prediction process. Also, T-shaped and L-shaped prediction unit partitions are disclosed.
