Abstract: A method of encoding video data comprising encoding a current picture of video data, generating a respective collocated reference picture index syntax element for one or more slices of the current picture, and performing a bitstream conformance check only for slices of the one or more slices that do not have an intra slice type and for which a temporal motion vector predictor is enabled, the bitstream conformance check constraining the values of the respective collocated reference picture index syntax elements such that each respective collocated reference picture index syntax element points to the same picture and does not reference the current picture itself.

Abstract: Systems and methods are provided for specifying regional information such as a source and nature of a recommend viewport and a priority among multiple recommended viewports. Virtual reality video data can represent a 360-degree view of a virtual environment. In various examples, a region of the virtual reality video data can be determined, where the region includes a sub-section of the 360-degree view. A data structure can be generated for the region, where the data structure includes parameters that describe the region. The parameters can include a source associated with the region. The virtual reality video data and the data structure can be stored in a file.

Abstract: A video decoder assembles, in a buffer model, an access unit from a plurality of elementary streams of a video data stream. The video data stream may be a transport stream or a program stream. The same buffer model is used regardless of whether the elementary streams contain Scalable High Efficiency Video Coding (SHVC), Multi-View HEVC (MV-HEVC), or 3D-HEVC bitstreams. Furthermore, the video decoder decodes the access unit.

Abstract: A video processing device is configured to obtain, from a bitstream, one or more syntax elements indicating one or more partitioning schemes for an output layer set. For each respective partitioning scheme of the one or more partitioning schemes, the respective partitioning scheme specifies a division of the output layer set into one or more partitions. Each layer in the output layer set belongs to exactly one partition in the respective partitioning scheme. Additionally, the video processing device obtains, from a Supplemental Enhancement Information (SEI) message or video usability information (VUI) in a video parameter set (VPS), hypothetical reference decoder (HRD) parameters for each of the one or more partitioning schemes. For each respective partition of the respective partitioning scheme, the video processing device tests, based on the HRD parameters for the respective partitioning scheme, the respective partition for conformance to a video coding standard.

Abstract: Techniques and systems are provided for decoding video data. For example, a method of decoding video data includes receiving, by a decoding device, an encoded video bitstream generated according to a first coding protocol, and determining that a base layer is to be provided to the decoding device as part of an external bitstream that is different from the received encoded video bitstream. The external bitstream is provided to the decoding device by an external source and is not provided as part of the encoded video bitstream. The base layer is encoded using a second coding protocol that is different from the first coding protocol. The method further includes determining to ignore a profile, tier, and level syntax structure assigned to the base layer in the video parameter set in response to determining the base layer is to be provided to the decoding device as part of an external bitstream. The profile, tier, and level syntax structure is assigned a zero value based on the base layer being provided as part of the external bitstream. The method further includes decoding the encoded video data of the encoded video bitstream.
