Abstract: A device is configured to obtain a bitstream that comprises an encoded representation of the video data. Additionally, the device is configured to determine that the bitstream does not satisfy a constraint imposed by a video coding standard based on a layer identifier of an applicable Luma Mapping and Chroma Scaling (LMCS) Adaptation Parameter Set (APS) Network Abstraction Layer (NAL) unit not being equal to a layer identifier of the coded slice NAL unit and not being equal to a layer identifier of any layer that is allowed to be used to predict a layer of the coded slice NAL unit. The applicable LMCS APS NAL unit has an APS identifier specified by a LMCS APS identifier syntax element for the coded slice NAL unit.

Abstract: In one example, a device for decoding video data includes one or more processors implemented in circuitry and configured to: determine that a value for a syntax element representing a number of profile-tier-level (PTL) data structures in a video parameter set (VPS) of a bitstream is equal to a total number of output layer sets (OLSs) specified for the VPS; in response to determining that the value for the syntax element representing the number of profile-tier-level data structures in the VPS is equal to the total number of OLSs specified for the VPS, infer values for OLS PTL index values, without explicitly decoding values for the OLS PTL index values; and decode video data of one or more OLSs using corresponding PTL data structures of the PTL data structures in the VPS according to the inferred values for the OLS PTL index values.

Abstract: A method of decoding video data includes receiving a value indicating that a lossless mode is enabled for a block of the video data and, in response to determining that the value indicates that the lossless mode is enabled for the block of the video data, determining a maximum size for a lossless-coded transform block of the block of the video data is set to a maximum scanning size of the non-lossless coding block. The method further includes inverse scanning residual values for the block of the video data based on the maximum size for the lossless-coded transform block to generate a residual block for the block of the video data and reconstructing the block of the video data based on the residual block.

Abstract: A video encoder may transform residual data by using a transform selected from a group of transforms. The transform is applied to the residual data to create a two-dimensional array of transform coefficients. A scanning mode is selected to scan the transform coefficients in the two-dimensional array into a one-dimensional array of transform coefficients. The combination of transform and scanning mode may be selected from a subset of combinations that is based on an intra-prediction mode. The scanning mode may also be selected based on the transform used to create the two-dimensional array. The transforms and/or scanning modes used may be signaled to a video decoder.
