Abstract: Standalone MBSFN cells may provide an improved user experience for an individual with a non-legacy UE since the bandwidth of that cell is mostly allocated to broadcasting streaming services. However, an individual with a legacy UE may be able to detect cell acquisition information associated with a standalone MBSFN cell but not to acquire standalone MBSFN cells. In order to solve this problem, the present disclosure provides various UE avoidance schemes that enable non-legacy UEs to acquire a standalone MBSFN cell and prevents legacy UEs from trying to acquire a standalone MBSFN only cell. The apparatus may receive cell acquisition information associated with an eMBMS standalone cell. The apparatus may detect a UE avoidance scheme based on a characteristic associated with the cell acquisition information. The apparatus may perform cell acquisition with the eMBMS standalone cell based on the characteristic.

Abstract: Methods, systems, and devices for wireless communication are described. Some wireless communications systems may support a determination of user equipment (UE) capabilities, such as a category or a coverage level for broadcast or multicast content. In some cases, a radio interface may be configured to account for an indicated capability of a target UE. For example, a base station may receive an indication of a capability of a particular targeted UE. The capability of the targeted UE may be specified by a service provider to deliver multicast or broadcast content, and subsequently associated with a radio interface between the base station and the target UE. The radio interface may then be configured based on the indicated capability of the target UE, for example, by configuring a transport block size or bandwidth. The base station may then transmit broadcast or multicast content to the UE using the configured radio interface.

Abstract: Certain aspects of the present disclosure relate to methods and apparatus for communicating data between a user-equipment and network entity. For example, certain aspects of the present disclosure provide a method for wireless communication. The method generally includes receiving a message comprising a data packet from a user equipment (UE) during a communication session, and detecting whether the data packet is the last data packet for transmission or reception by the UE during the communication session. In certain aspects, the method also includes determining whether to process or discard the data packet based on the detection and whether a backoff timer is to be sent to the UE, and processing or discarding the data packet based on the determination.

Abstract: Extended DRX (e-DRX) operation using hyper frame extension signaling are described. The hyper frame extension signaling may extend the system frame number (SFN) range while maintaining backward compatibility for legacy devices not configured to use the extended SFN range. The hyper-SFN extension signaling may include an index to a hyper-SFN transmitted as part of system information different than that used for transmission of the SFN. UEs configured to use the hyper-SFN may effectively use a longer or extended SFN range that includes the legacy SFN range and the hyper-SFN range. The hyper-SFN extension may be used in an extended idle DRX (eI-DRX) mode which may coexist with existing I-DRX mode on the same paging resources. Additionally or alternatively, paging may be differentiated for eI-DRX mode UEs using separate paging occasions or a new paging radio network temporary identifier (RNTI).

Abstract: Systems, methods, and devices for priority based management of the connections between a device and a network are described herein. In some aspects, a device may include multiple applications with different access priorities. As a result of a mobility event, such as change in location or resuming operation after an idle period, the device may be configured to transmit a signal indicating its status. The signal may include an access priority value. Various methods and systems for determining an access priority value for devices configured to support one or more access priorities are described.
