The detector detects whether the amount of slack absorbed is equal to or greater than or is less than, a predetermined amount. When the amount of slack is equal to or greater than the predetermined amount, the controller increases the braking force of the braking unit for braking rotation of a bobbin. When the amount of slack is less than the predetermined amount, the controller reduces the braking force of the braking unit for braking rotation of the bobbin.
