Abstract: An apparatus for coding video information according to certain aspects includes a memory unit configured to store video information associated with a plurality of layers and a processor. The processor is configured to obtain information associated with a current access unit (AU) to be coded, the current AU containing pictures from one or more layers of the plurality of layers. The processor is further configured to determine whether the current AU includes a first layer containing an intra random access point (IRAP) picture. The process is additionally configured to reset a picture order count (POC) of the second layer at the current AU, in response to determining that the current AU includes (1) a first layer that contains an IRAP picture and (2) a second layer containing no picture or containing a discardable picture.

Abstract: A media device pre-fetches media data that is likely to be retrieved. An example media device includes a memory for storing media data, and one or more processors implemented in circuitry and configured to receive information indicating at least one data structure of a plurality of data structures that is likely to be retrieved by a plurality of user devices operated by a respective plurality of users, the data structure including media data, and retrieve the media data of the data structure before receiving requests for the media data from the user devices. The information may be included in, e.g., a manifest file, a special Parameters Enhancing Delivery (PED) message, and/or a separate track of a video file multiplexed with other tracks of the video file.

Abstract: Techniques and systems are provided for encoding and decoding video data. For example, a method of encoding video data includes generating an encoded video bitstream comprising multiple layers. The encoded video bitstream includes a video parameter set defining parameters of the encoded video bitstream. The video parameter set includes video usability information. The method further includes determining whether timing information is signaled in the video usability information of the video parameter set. The method further includes determining whether to signal hypothetical reference decoder parameters in the video usability information of the video parameter set based on whether timing information is signaled in the video usability information.

Abstract: Bitstream restrictions or constraints on the partitioning of pictures across layers of video data are described. In some examples, the number of tiles per picture for each layer of a plurality of layers is constrained based on a maximum number of tiles per picture for the layer. In some examples, the number of tiles per picture for each layer of the plurality of layers is no greater than the maximum number of tiles per picture for the layer. In some examples, a sum of the numbers of tiles per picture for the plurality of layers is no greater than a sum of the maximum numbers of tiles per picture for the plurality of layers. In some examples, a second largest coding unit (LCU) or coding tree block (CTB) size for a second layer is constrained based on, e.g., to be equal to, a first LCU size for a first layer.

Abstract: An apparatus for coding video information according to certain aspects includes a memory and a processor. The memory unit is configured to store video information associated with an enhancement layer (EL) and a corresponding reference layer (RL). The processor is configured to: code an EL picture in a current access unit (AU), the EL coded using a first standard that is different from a second standard that is used to code the RL, wherein the coding of the EL picture is based on information associated with a RL picture in the current access unit, the information associated with the RL picture provided by an external means and consisting of: (1) decoded sample values of the RL picture; (2) a representation format of the RL picture; and (3) an indication of whether the RL picture is an instantaneous decoding refresh (IDR) picture.

The first EOS NAL unit is in a first access unit of the coded video sequence. The device also includes, in a second track of the file, a second EOS NAL unit for the coded video sequence. The second EOS NAL unit is in a second access unit of the coded video sequence, the second EOS NAL unit being different from the first EOS NAL unit. The device may perform similar actions for end of bitstream (EOB) NAL units.
