Abstract: Methods and apparatus for video coding are disclosed. According to one method, a bitstream is generated or received, where the bitstream includes a first syntax and a second syntax. The first syntax is related to a target number of bits used to represent a set of third syntaxes and each third syntax specifies one subpicture ID for one subpicture in a set of subpictures. The second syntax is related to a total number of subpictures in the set of subpicture, where a first number that can be represented by the target number of bits is equal to or greater than the total number of subpictures. According to another method, the subpicture ID syntaxes have different values for different subpictures.

Abstract: A method and apparatus or decoding prediction residues in a video coding system are disclosed. According to this method, a first syntax element to a fourth syntax element are signalled or parsed in a first coding pass for at least sub-block. The current residual block is encoded or decoded using information comprising the first syntax element, the second syntax element, the third syntax element, and the fourth syntax element. The first syntax element indicates whether an absolute value of a current transform coefficient level is greater than 0. The second syntax element indicates whether the absolute value of the current transform coefficient level is greater than 1. The third syntax element indicates a parity of the current transform coefficient level. The fourth syntax element indicates whether the absolute value of the current transform coefficient level downward shifted by 1 is greater than 1.

Abstract: A method and apparatus of prediction for video coding are disclosed. According to one method, a luma Intra prediction mode is determined for a corresponding luma block collocated with the current chroma block, where a predefined mode is assigned to the luma Intra prediction mode when the corresponding luma block collocated with the current chroma block satisfies one or more conditions. A chroma Intra prediction mode is determined for the current chroma block according to the luma Intra prediction mode. Abstract: Video processing methods and apparatuses in a video encoding or decoding system for processing out-of-bounds nodes in a current picture. An out-of-bounds node is a coding tree node with a block region across a current picture boundary. The video processing method or apparatus determines an inferred splitting type, applies the inferred splitting type to split the out-of-bounds node into child blocks, adaptively splits each child block into one or multiple leaf blocks, and encodes or decodes the leaf blocks in the out-of-bounds node inside the current picture. The inferred splitting type for partitioning out-of-bounds nodes in an inter slice, picture, or tile is the same as the inferred splitting type for partitioning out-of-bounds nodes in an intra slice, picture, or tile.

Abstract: A video decoder receives data from a bitstream for a block of pixels to be decoded as a current block of a current picture of a video. The current block includes a transform block. The video decoder determines a regular bin budget for the transform block. The video decoder entropy decodes the transform block as either regular bins using context modeling or as bypass bins without context modeling. A number of the regular bins used for entropy coding the transform block is limited by the determined regular bin budget regardless of whether the regular bins represent samples of (i) residual signals used to reconstruct pixel data of the current block or (ii) transform coefficients generated by transform operations of the residual signals. The video decoder reconstructs the current block based on the entropy decoded transform block.

Abstract: A picture defined in video data is partitioned into blocks that include a luminance (luma) transform block and a chrominance (chroma) transform block. One or more constraints pertaining to the picture are determined from high-level syntax elements and transform skipping of one of both of the luma transform block and the chroma transform block is disallowed if the constraints are not met. The video data are encoded in a bitstream along with an indication that the transform of the luma transform block or the chroma transform block is skipped in response to the transform being skipped.

Abstract: Implementations of sample adaptive offset (SAO) processing a reconstructed picture in an image or video coding system are described. In one example implementation, a method may receive input data associated with the reconstructed picture. The method may also perform multiple stages of SAO filtering operations on a SAO processing unit of at least a portion of the reconstructed picture. Information related to a SAO parameter set that signals one or more SAO types, one or more SAO subtypes, one or more SAO offset values, or a combination thereof, used by the multiple stages of SAO filtering operations are encoded or decoded.
