Abstract: Methods, systems, and devices for wireless communication are described to support an indication of one or more carriers of a flexible cell to be used for reception of one or more respective downlink random access messages. A base station may indicate, via system information, a carrier for reception of a downlink control channel scheduling a second random access message. A user equipment (UE) may initiate a random access procedure by transmitting, to the base station, a first random access message. The UE may monitor for and receive the downlink control channel scheduling the second random access message via the carrier indicated in the system information. The UE may receive the second random access message via the same carrier as the associated downlink control channel, or via a different carrier that may be indicated in the system information or in the downlink control channel transmission.

Abstract: Certain aspects of the present disclosure provide techniques for configuring data transmission. Aspects relate to determining a data transmission configuration utilizing a machine-learning based algorithm, such as a data transmission configuration for ultra-reliable low-latency communication (URLLC) applications. A method that may be performed by a base station (BS) includes receiving a feedback report from a user equipment (UE) including an indication of a first state corresponding to a plurality of channel condition parameters and determining one or more actions based, at least in part, on the first state. The BS may determining the one or more actions utilizing a machine learning algorithm that uses a second state, where the second state is based, at least in part, on the first state.

Abstract: Aspects relate to supporting power control for physical uplink control channel (PUCCH) transmissions on an uplink secondary component carrier (SCC) of a wireless communication system. Abstract: Methods, systems, and devices for wireless communications are described. A user equipment (UE) may receive, from a base station via a reconfigurable surface, a set of reference signals reflected by the reconfigurable surface using a set of precoder configurations. In some aspects, the set of reference signals are transmitted within a set of reference signal occasions of a sweep procedure associated with configuring the reconfigurable surface with different precoder configurations of the set of precoder configurations for reflecting signals. The UE may additionally transmit, to the base station via the reconfigurable surface, a feedback message including an indication of at least one precoder configuration of the set of precoder configurations based on receiving the set of reference signals. The UE may then receive, from the base station via the reconfigurable surface, a downlink transmission based on transmitting the feedback message.
