Abstract: A video coder that constrains the total number of regular bins used for entropy coding syntax elements of a current block is provided. The video coder entropy encodes or decodes the syntax elements selectively as either regular bins using context modeling or as bypass bins without context modeling. A constraint is specified to limit a total number of regular bins used for entropy coding the syntax elements of the current block. There may be no constraint limiting a number of regular bins specific to an individual syntax element of the current block.

Abstract: A method and apparatus of video encoding video coding for a video encoder or decoder using Neural Network (NN) are disclosed. According to this method, the multiple frames in a video sequence comprises multiple segments, where each of the multiple segments comprises a set of frames. The NN (Neural Network) processing is applied to a target signal in one or more encoded frames of a target segment in the encoder side or to the target signal in one or more decoded frames of the target segment in the decoder side using one NN parameter set for the target segment. The target signal may correspond to reconstructed residual, reconstructed output, de-blocked output, SAO (sample adaptive offset) output, ALF (adaptive loop filter) output, or a combination thereof. In another embodiment, the NN processing is applied to a target signal only in one or more specific encoded or decoded frames.

Abstract: Method and apparatus of coding a video sequence are disclosed, wherein Reference Picture Resampling (RPR) mode is included as a coding tool. According to the method, a bitstream corresponding to encoded data of the video sequence is generated or received, where the bitstream includes one or more syntaxes related to the RPR mode when the RPR mode is enabled, and scaling information for the RPR mode is derived using first information including said one or more syntaxes, and wherein said one or more syntaxes are constrained by taking into account a value corresponding to Max(8, (minimum coding block size for a luma component)). A target picture of the video sequence is encoded or decoded utilizing the scaling information when the RPR mode is enabled for the target picture.

The collocated luma block is a block that covers a collocated sample of one predefined sample of the current chroma block, and an example of the predefined sample is a center sample of the current chroma block. The input video data is partitioned according to two separate Coding Unit (CU) partitioning structures for luma and chroma components when dual tree coding is enabled.

Abstract: A method and apparatus of video coding are disclosed. A piece-wise linear mapping is derived to map a target luma sample from a first signal domain to a second signal domain, or vice versa. The piece-wise linear mapping process comprises determining first pivot points for performing video encoding or decoding of the luma samples using a piece-wise linear mapping. The first pivot points are determined so that: if a target mapped pivot point corresponding to one first pivot point in the second signal domain has a multiple of the target interval value, the target mapped pivot point and a next mapped pivot point can be located in a same second segment; and otherwise, the target mapped pivot point and the next mapped pivot point cannot be located in the same second segment.

Abstract: A video system that partitions slices of video pictures into slice chunks is provided. A video decoder receives data from a bitstream to be decoded as a current picture of a video. When a first syntax element in a picture parameter set (PPS) of the current picture indicates that one or more slices of the current picture are allowed to be divided into multiple slice chunks and when a second syntax element in a slice header of a current slice of the current picture indicates that data of the current slice is encoded and delivered in two or more slice chunks, the video decoder parses and specifies sizes and positions of the slice chunks of the current slice and reconstructs the current picture based on the slice chunks of the current slice.

Abstract: Method and apparatus for constrained de-blocking filter are disclosed. According to one method, a current block is partitioned into a plurality of sub-blocks using SDIP (Short Distance Intra Prediction mod). A first Bs (boundary strength) for an internal block boundary of the plurality of sub-blocks is determined by setting the first Bs to a second Bs of an Intra-coded boundary block of the current block. De-blocking process is applied, using the first Bs, to reconstructed samples across the internal block boundary of the plurality of sub-blocks to generate filtered-reconstructed samples. In another method, the current block is partitioned into two sub-blocks using SBT (sub-block transform) horizontally or vertically and the first Bs (boundary strength) is determined for an internal block boundary between the two sub-blocks by setting the first Bs to a second Bs of a non-zero cbf (coded block flag) block of the two sub-blocks in step.

Abstract: A method for performing transform skip mode (TSM) in a video decoder is provided. A video decoder receives data from a bitstream to be decoded as a plurality of video pictures. The video decoder parses the bitstream for a first syntax element in a sequence parameter set (SPS) of a current sequence of video pictures. When the first syntax element indicates that transform skip mode is allowed for the current sequence of video pictures and when transform skip mode is used for a current block in a current picture of the current sequence, the video decoder reconstructs the current block by using quantized residual signals that are not transformed.

Abstract: A method and apparatus of video coding using history-based candidate derivation are disclosed. According to one method, a current block is inside a Shared Merge candidate list Region (SMR) or a history-based parallel processing region is received. The current block is encoded or decoded using a Merge candidate list. Only if the current block is one of first-coded N (N≥0) blocks, one of last-coded N blocks, or one of selected N blocks, the history-based candidate list is updated after the current block is encoded or decoded. In one embodiment, Merge candidate list is pre-generated for the current block in the SMR and is separately generated for the current block in the history-based parallel processing region. In another method, if the current block is inside the SMR or the history-based parallel processing region, the current block is encoded or decoded using a history-based candidate list associated with the root CU.

Abstract: A method and apparatus of entropy coding of coding symbols using Context-Based Adaptive Binary Arithmetic Coder (CABAC) are disclosed. According to the present invention, CABAC encoding or decoding is applied to a current bin of a binary data of a current coding symbol according to a current probability for a binary value of the current bin and a current range associated with the current state of arithmetic coder. An LPS probability index corresponding to an inverted current probability or the current probability is derived depending on whether the current probability is greater than 0.5. A range index is derived for identifying one range interval containing the current range. An LPS range is then derived using one or more mathematical operations comprising calculating a multiplication of a first value related to the LPS probability index and a second value related to the range index n.
