    Abstract: The present disclosure provides a video image decoding method in which a size of an affine motion compensation image sub-block in an affine image block is determined based on a motion vector difference, motion vector precision, a distance between control points in the affine image block, and a size of the affine image block, where the size includes a length in a horizontal direction and a length in a vertical direction, so that a length of the affine image block in a horizontal/vertical direction is an integer multiple of the length of the affine motion compensation image sub-block in the horizontal/vertical direction.

    Abstract: A video coding mechanism is disclosed. The mechanism includes receiving a video signal partitioned into a chroma block and a first neighboring luma block. The mechanism also includes encoding prediction information for chroma samples of the chroma block into a bitstream. The prediction information for the chroma samples is determined via intra-prediction based on down-sampled neighboring luma samples. The down-sampled neighboring luma samples are generated from a single row of luma samples from the first neighboring luma block. A bitstream including the prediction information for the chroma samples is transmitted to support decoding and display of the chroma samples.

    Abstract: A video coding mechanism is disclosed. The mechanism includes obtaining a coding tree unit including luma samples and chroma samples. The mechanism partitions the luma samples and the chroma samples according to a common coding tree when a size of a first coding tree node exceeds a threshold. The mechanism also partitions the luma samples with a luma coding sub-tree when a size of a second coding tree node is equal to or less than the threshold. The mechanism also chroma samples with a chroma coding sub-tree when a size of a third coding tree node is equal to or less than the threshold. The luma coding sub-tree contains a different set of split modes than the chroma coding sub-tree.

    Abstract: Embodiments of the present invention disclose a method and an apparatus for acquiring a video bitstream, and relate to the field of information technologies, which can improve network bandwidth utilization. The method includes: firstly, acquiring, by a terminal, a minimum bit rate corresponding to a parameter of the terminal; then, sending, by the terminal, a video bitstream acquiring request to a server, and when receiving the video bitstream acquiring request sent by the terminal, sending, by the server, an MPD to the terminal; and finally, receiving, by the terminal, the MPD sent by the server, and acquiring a video bitstream according to the MPD and the minimum bit rate. The embodiments of the present invention are applicable to a case in which a user downloads video data by using a terminal.
