    Abstract: An example device for processing video data includes a memory configured to store video data; and a processing system implemented in circuitry, the processing system being configured to: receive data representing a plurality of neural networks associated with a video bitstream, each of the plurality of neural networks having a different type; receive data representing an update to at least one of the neural networks, the data including a type corresponding to the at least one of the neural networks and a neural network structure for the update; update the neural network according to the data representing the update to generate an updated neural network; and provide video data from the video bitstream to the updated neural network to cause the updated neural network to process the video data.

    Abstract: Various aspects of the present disclosure generally relate to wireless communication. In some aspects, a user equipment (UE) may receive, from a source base station, configuration information for a handover, wherein the configuration information indicates, for a target non-terrestrial cell, timing and synchronization parameters including a scheduling timing offset, a round trip time between a reference point and a target base station associated with the target non-terrestrial cell, satellite ephemeris information, an ephemeris validity duration associated with the satellite ephemeris information, common timing advance parameters, and a common timing advance validity duration associated with the common timing advance parameters. The UE may perform the handover with the target base station associated with the target non-terrestrial cell based at least in part on the timing and synchronization parameters for the target non-terrestrial cell. Numerous other aspects are described.

    Abstract: Example in-band delay measurement techniques are described. An example first computing device transmits, to a second computing device, a first data packet, the first data packet including a first time indicator and at least one header extension element. The at least one header extension element includes a header extension element header, the header extension element header having a length of at least one byte. The first computing device receives, from the second computing device, a second data packet, the second data packet including a second time indicator. The first computing device determines a data packet delay associated with the first data packet based on the first time indicator and the second time indicator and transmits an indication of the data packet delay to at least one of the second computing device or a third computing device.

    Abstract: Methods, systems, and devices for wireless communications are described. A UE operating in an NTN may receive an indication of coverage information for a first cell associated with the NTN. The coverage information may indicate a coverage area supported by the first cell for wireless communications. The UE may transmit, based on location information of the UE and the coverage information, a message indicating a timing information associated with a measurement-based handover for the UE from the first cell to a second cell associated with the non-terrestrial network. For example, the message may include a recommendation for the UE to perform a non-measurement-based handover or an indication that the UE cannot complete the measurement-based handover before leaving the coverage area of the first cell.
