Abstract: A video coding mechanism includes receiving a bitstream comprising a current picture including a sub-picture coded according to inter-prediction. Coded blocks contain candidate motion vectors for a current block of the sub-picture. The coded blocks include a collocated block from a different picture. A candidate list of candidate motion vectors for the current block are derived by excluding collocated motion vectors from the candidate list when the collocated motion vectors are included in the collocated block, when the collocated motion vectors point outside of the sub-picture, and when a flag is set to indicate the sub-picture is treated as a picture. A current motion vector for the current block is determined from the candidate list of candidate motion vectors. The current block is decoded based on the current motion vector. The current block is forwarded for display as part of a decoded video sequence.

Abstract: A video coding mechanism is disclosed. The mechanism includes receiving a bitstream including a first slice of a coded image. The coded image is associated with a picture parameter set (PPS) in the bitstream. The first slice is associated with a slice header in the bitstream. A list of identifiers (IDs) is parsed from the PPS. A first ID is parsed from the slice header of the first slice. The first ID matches one of the IDs in the list of IDs in the PPS. A list of tiles coded in the first slice is determined based on the first ID. The first slice is determined to generate a reconstructed sub-image of the coded image.

Abstract: Provided are a method, an apparatus, a computer program product and a non-transitory computer-readable medium for video coding. The method comprises performing an intra-prediction process of a block comprising samples to be predicted, wherein an interpolation filter is applied to reference samples of the block during the intra-prediction process of the block. The interpolation filter is selected on the basis of a subpixel offset between the reference samples and the samples to be predicted, and a size of a main reference side used in the intra-prediction process is determined according to a length of the interpolation filter and an intra-prediction mode that provides, out of a set of available intra-prediction modes, the greatest non-integer value of said subpixel offset, wherein the main reference side comprises the reference samples.

Abstract: An intra prediction method by using cross component liner prediction mode (CCLM), includes: determining a luma block corresponding to a current chroma block; obtaining luma reference samples of the luma block based on determining L available chroma reference samples of the current chroma block, wherein the obtained luma reference samples of the luma block are down-sampled luma reference samples; calculating linear model coefficients based on the luma reference samples and chroma reference samples that correspond to the luma reference samples; and obtaining a prediction for the current chroma block based on the linear model coefficients and values of a down-sampled luma block of the luma block.

Abstract: A video coding mechanism is disclosed. The mechanism includes partitioning an image to create at least one coding tree unit (CTU) with at least one coding tree node. The mechanism further includes determining that the coding tree node height is twice a maximum transform unit (TU) height and the coding tree node width is twice a maximum TU width. The mechanism further includes selecting a split mode for the coding tree node based on the determination. The split mode is selected from a quad-tree split, a horizontal binary-tree split, and no split. The mechanism further includes applying the split mode to the coding tree node to create one or more coding units (CUs). The mechanism further includes encoding the CUs into a bitstream. The mechanism further includes transmitting the bitstream toward a decoder.

Abstract: A method for inverse quantization of a current block of a picture is provided. The method is performed by a decoder, and the picture comprises a luminance component and a chrominance component, where the luminance component and the chrominance component are partitioned into multiple blocks. The method includes obtaining one or more existing quantization parameter (QP) values from a received bitstream, wherein the one or more existing QP values are associated with a current block in the chrominance component; determining a QP value for the current block in the chrominance component based on the one or more existing QP values; performing inverse quantization on the current block in the chrominance component using the determined QP value.
