Abstract: The present disclosure relates to scalable encoding and decoding of pictures. In particular, a picture is processed by one or more network layers of a trained module to obtain base layer features. Then, enhancement layer features are obtained, e.g. by a trained network processing in sample domain. The base layer features are for use in computer vision processing. The base layer features together with enhancement layer features are for use in picture reconstruction, e.g. for human vision. The base layer features and the enhancement layer features are coded in a respective base layer bitstream and an enhancement layer bitstream. Accordingly, a scalable coding is provided which supports computer vision processing and/or picture reconstruction.

Abstract: A method for intra prediction of a video block, comprising: padding of luminance reference samples rows for a chroma component of a current block vertically aligned with a largest coding unit (LCU) boundary; applying a filter F to reconstructed luma samples of a luma component of the current block and to luma samples in selected position neighboring to the current block, to obtain filtered reconstructed luma samples, wherein a shape of the F is same for blocks in the LCU; obtaining linear model coefficients, based on the filtered reconstructed luma samples; and performing cross-component prediction based on the obtained linear model coefficients and the filtered reconstructed luma samples of the current block, to obtain a prediction value of the chroma component of the current block.

Abstract: Neural-network-based picture encoding and decoding of image regions may be performed on a tile-basis. An input tensor representing picture data is processed by the neural network, which includes at least a first and second subnetwork. The first subnetwork is applied to a first tensor where the first tensor is divided in a spatial dimensions into a first plurality of tiles. The first tiles are then further processed by the first subnetwork. After application of the first subnetwork, the second subnetwork is applied to a second tensor where the second tensor is divided in the spatial dimensions into a second plurality of tiles. The second tiles are then further processed by the second subnetwork. Among the first and second plurality of tiles there are at least two respective collocated tiles differing in size.

Abstract: A method related to adaptive usage of pixel-based and block-based affine motion compensation and includes performing sub-block-based affine transform prediction on an affine block with a first sub-block size if the first sub-block size is greater than or equal to a first sub-block size threshold. If the first sub-block size is less than the first sub-block size threshold, it is determined whether a pixel-based motion vector field is not applied for performing motion compensation for the affine block. If the motion vector field is not applied, a sub-block-based affine motion prediction is performed with a second sub-block size that is based on the first sub-block size. If the pixel-based motion vector field is applied, motion compensation is performed for a sub-block of the affine block using the pixel-based motion vector field.

Abstract: The present disclosure provides example computer-implemented methods and decoders of video coding for prediction of a block using an inter prediction mode to obtain predicted samples for the block. One example method includes defining a size of a subblock that is smaller than the size of the block. A position of the subblock within the block is specified. One or more allowed split directions of a triangle partitioning mode (TPM) is determined for the subblock depending on which of the sides of the subblock coincide with the sides of the block. One or more predicted samples for the block is obtained by using TPM partitioning performed for the subblock in accordance with the size of the subblock, the position of the subblock within the block, and TPM split direction of the subblock. The block is reconstructed based on the one or more predicted samples.
