    Abstract: A water- and oil-resistant agent obtained by mixing a fluorine-containing copolymer obtained by copolymerizing (a) a (meth)acrylate monomer (a) having a polyfluoroalkyl group having 1 to 6 carbon atoms, (b) a vinylpyrrolidone monomer, (c) a monomer having an anion-donating group, and (d) a fluorine-free (meth)acrylate monomer with a liquid medium and an acid under heating, can have a decreased residual amount of unreacted vinylpyrrolidone monomer of at most 10 ppm and can afford a superior water- and oil-resistance to a paper. The invention also discloses a method of producing the water- and oil-resistant agent, a paper treatment composition comprising the water- and oil-resistant agent, a method for treating a paper with the treatment composition, and a paper treated with the water- and oil-resistant agent.
