Abstract: According to various embodiments, a first user equipment (UE) includes a memory; a transceiver to transmit and receive a wireless signal; and a processor connected with the memory and the transceiver, wherein the processor is configured to determine to perform communication through a sidelink on unlicensed band with a second UE while the first UE is in a state which is out of coverage of a base station, based on the determination, identify pre-configuration information stored in the memory, obtain a priority threshold value for the sidelink on the unlicensed band from the pre-configuration information, and determine, based on the priority threshold value, whether to transmit data through the sidelink on the unlicensed band with the second UE.

The information related to a handover includes information for a group to which the satellite belongs, information for a target satellite of a target cell of a handover for the terminal, information for a terminal group to which the terminal belongs, information for a condition of a conditional handover of the terminal, and information for at least one of a position, a velocity, or an orbit of the target satellite.
