A transmission device for rigorously protecting important information when information is transferred via a best-effort network. In this transmission device, a quality control information retention unit (203) holds quality control information set by a user. A recovery strength instruction unit (204) sets redundant code strength on the basis of transmission quality information from a reception device (104) and the quality control information held by means of the quality control information retention unit (203). Redundant encoding units (205, 206) generate, on the basis of the redundant code strength outputted from the recovery strength instruction unit (204), redundant code packets by means of an FEC for the packets outputted from encoding units (201, 202).

A communication control method includes: receiving data, acquired by respective terminals, through a communication network; accumulating the received data in an information recording medium; obtaining an intra-network transmission time, which is an estimated value of a maximum time taken for transmission from when the data are acquired by the respective terminals until the data are received through the communication network; determining, of the accumulated data, the data whose time from an acquisition time point when the data is acquired by the terminal until a current time is shorter than the intra-network transmission time; excluding, of the accumulated data, the data whose time is determined to be shorter than the intra-network transmission time from data used for predetermined processing; and executing the predetermined processing by using the data excluding the data whose time is determined to be shorter than the intra-network transmission time.

An information output method includes: obtaining, as input information, at least (i) area information on a target area in which a service using a mobile object carrying a person or a delivery article is provided and (ii) mobile object information on the mobile object; executing simulation of a movement of the mobile object and a movement of an object that is present in the target area, based on the input information; evaluating the service by calculating an optimum solution value of an objective function using an execution result of the simulation; and outputting evaluation information that is on an evaluation result of the evaluating of the service and that includes at least safety information on safety of the service, The safety information includes an occurrence likelihood of interference between the mobile object and the object in the target area.

The reception terminal includes a receiver which receives packets, and circuitry which obtains a first available band between the reception terminal and the transfer terminal and a second available band between the reception terminal and the transmission terminal. The reception terminal includes a transmitter which transmits requests to the transfer terminal at a frequency that is based on the first available band, wherein the frequency defines how often the requests are transmitted and the requests trigger transmission of packets from the transfer terminal to the reception terminal in the first available band. The transmitter notifies the transmission terminal of the second available band to trigger transmission of packets from the transmission terminal in the second available band.

A receiving terminal (400) has: a reception stack unit (410) which connects to a communication network; an issuance management unit (440) which transmits a data request packet; and an H-RTT measurement unit (450) which determines a timeout period until retransmission of the data request packet, and in accordance with the determined timeout period, performs retransmission of the data request packet until data is received by the reception stack unit (410). The reception stack unit (410) connects to the communication network via a plurality of communication interfaces. The issuance management unit (440) transmits the data request packet from each of the plurality of communication interfaces. The H-RTT measurement unit (450), for each of the communication interfaces, measures the RTT between the communication interface and a data-bearing node, and on the basis of the RTT, determines a timeout period.
