The method includes: obtaining, by an ANDSF entity, congestion related information of an access network; notifying, by the ANDSF entity, the congestion related information to a UE through a message of an ANDSF policy. According to an embodiment of the present invention, by carrying the congestion related information of the access network in the message of the ANDSF policy, the UE can obtain congestion conditions of different access networks, and can select a radio access network to be used according to the congestion conditions, so as to avoid a condition that the UE cannot access the access network since the UE cannot know the network congestion conditions.

The method includes that: a network side device determines whether UEs meet a direct Device to Device (D2D) communication condition; when the network side device determines that the UEs meet the direct D2D communication condition, the network side device informs the UEs of the result of the determination, and configures resources for direct D2D communication for the UEs according to requirements of the UEs; and when the network side device determines that the UEs do not meet the direct D2D communication condition, the network side device configures resources for architecture communication for the UEs according to the requirements of the UEs. The disclosure can implement D2D communication between devices in proximity, reduce network load and relieve the dependence of the D2D communication on a network.

The present disclosure discloses a method and system for sending a counting response by a User Equipment (UE) in a Multimedia Broadcast Multicast Service (MBMS), wherein the method includes: within a specific period or upon occurrence of a triggering event, the UE actively initiates a feedback process; otherwise, a network side sends a feedback request indication to the UE, the UE sends a counting response to the network side according to the indication, and the network side counts UEs according to counting responses from UEs. According to the solution provided by the present disclosure, the UE may send the counting response according to the feedback triggering condition under the condition of multiple MCCHs, and the network side may count the UEs correctly for enabling or disabling the MBSFN transmission.

The present document provides a switchover method and apparatus for multimedia broadcast multicast service (MBMS) transmission modes; the method includes the following steps: a network side notifying a user equipment (UE) that one or more MBMSs will be transmitted by means of a point to multipoint (PTM) mode, then transmitting relevant information of the one or more MBMSs to the UE. The present document ensures the continuity of the MBMSs which are being received by the UE during the switching process from a PTP mode to the PTM mode, and is easy to implement and operate.
