An apparatus and a method for a terminal handover between systems using different Frequency Allocations (FAs) are provided. The method includes broadcasting an indication signal to inform of existence of the terminal in a coverage of a macro base station to which an indoor base station is registered; and when receiving a handover command message of the indoor base station, from the macro base station, performing a handover procedure to the indoor base station. The base station can efficiently utilize the control channel resource and the user terminal needs not to conduct the unnecessary scanning procedure. Thus, the time and the power required for the scanning can be spared.

A method of operating a transmitting MS for establishing the P2P connection between the MSs in the wireless communication system includes when a location of a receiving MS is not known, requesting a Base Station (BS) to transmit a message instructing MSs to prepare for P2P setup, and thereafter, broadcasting to neighbor MSs a message requesting P2P-related information, receiving the P2P-related information from each of the neighbor MSs, generating a list of MSs capable of P2P communication using the received P2P-related information, and establishing a P2P connection by selecting the receiving MS from the list of MSs with which P2P communication is desired. Accordingly, in an environment where the location of the receiving MS is not known, the receiving MS can be found and thus the P2P connection can be established. Therefore, subscribers of P2P communication can be easily managed by the BS.

A packet congestion control technique employs an Active Flow Random Early Drop (AFRED) method to provide a service requiring a predetermined bandwidth with a stable Quality of Service (QoS) even when network congestion occurs. The packet congestion control technique includes: receiving at least one packet flow; defining identifiers for the received at least one packet flow; numbering each of the defined at least one packet flow; calculating a queue length of each of the at least one packet flow; allocating a maximum queue threshold value, a minimum queue threshold value, and a maximum probability value of each of the at least one packet flow; and dropping or accepting an incoming packet of a flow according to the calculated packet drop probability upon a queue length of a currently received packet being between the maximum queue threshold value and the minimum queue threshold value.

An apparatus and method for automatically controlling interference in a broadband wireless communication system are provided. In the method, a BS receives an interference measurement information signal of one or more adjacent BSs. The BS analyzes the interference measurement information signal of the one or more adjacent BSs to obtain information about the average power for each frequency band used by each of the one or more adjacent BSs. The BS uses the obtained information about the average power for each frequency band of the one or more adjacent BSs to determine the average power for each frequency band to be used by the BS. The BS generates an interference measurement information signal of the BS according to the determined average power for each frequency band.
