    Abstract: Embodiments of this application provide a video transmission method, apparatus, and system, to reduce an end-to-end transmission delay of video data. The method includes: A transmit end obtains a first frame of image of the video data, where the first frame of image includes a plurality of sub-images, and the plurality sub-images include a first sub-image and a second sub-image; the transmit end performs layered encoding on the first sub-image to obtain a plurality of layers of bitstreams of the first sub-image; the transmit end sends the plurality of layers of bitstreams of the first sub-image to a receive end; the receive end decodes the plurality of layers of bitstreams of the first sub-image to obtain the first sub-image.

    Abstract: An image encoding method for ensuring quality of an encoded image includes: after obtaining a first image, an encoding device may obtain a first quantization parameter (QP) corresponding to each coding block in at least one coding block in the first image; and then encode each coding block in the at least one coding block based on the first QP corresponding to each coding block, to obtain first image data. The encoding device may determine, based on a quality parameter of each coding block in the first image data, a second QP corresponding to each coding block; and encode each coding block in the at least one coding block based on the second QP corresponding to each coding block, to obtain second image data.

    Abstract: This application provides an image encoding and decoding method and apparatus. The method may include: reading a first sub-image of a first frame of image from a first memory, and storing the first sub-image into a second memory, where the first memory is an off-chip memory, and the second memory is an on-chip memory; encoding a base layer of the first sub-image based on the first sub-image, to obtain a bitstream of the base layer of the first sub-image and a first reconstructed image; writing the first reconstructed image into the second memory; reading the first reconstructed image and the first sub-image from the second memory; and encoding a first enhancement layer of the first sub-image based on the first reconstructed image and the first sub-image, to obtain a bitstream of the first enhancement layer of the first sub-image and a second reconstructed image.

    Abstract: A data block encoding method and apparatus are provided. The data block encoding method includes: determining whether a data block includes an intensive edge region, where the intensive edge region is a region including an image distortion generated by ring noise, and the data block is a data block in a to-be-encoded image; and when the data block includes an intensive edge region, reducing a value of a quantization parameter used for encoding the data block, and encoding the data block by using a reduced value of the quantization parameter, or dividing the data block into multiple coding units of different sizes according to different coding layers, adjusting rate-distortion costs of the multiple coding units of different sizes, and encoding the data block by using a coding unit with a minimum rate-distortion cost obtained after the adjustment.
