Access terminals are adapted to receive cell selection instructions directing the access terminal to connect to a target cell from a serving cell upon a channel release. The access terminal may determine whether one or more signal parameters of the target cell are above respective threshold values. If the one or more signal parameters are above the respective threshold values, the access terminal connects to the target cell. If one or more signal parameters are not above the respective threshold values, the access terminal continues with the serving cell. Wireless network devices send a channel release message at the end of an active call. The channel release message can include a cell selection instruction directing the access terminal to connect to a target cell upon channel release. Other aspects, embodiments, and features are also claimed and described.

User Equipments (UEs) can be adapted to enter into a lower RRC state from a higher RRC state, and search for one or more layers of higher priority within a predetermined period of time upon entering into the lower RRC state. According to at least one aspect, this search for one or more layers of higher priority may be performed irrespective of RF quality of a current serving cell. According to at least another aspect, this search for one or more layers of higher priority may be conducted within the predetermined period of time if a wait period has elapsed since the UE camped on the current serving cell. If the wait period has not elapsed since camping on the current serving cell, the search for one or more layers of higher priority may be performed within the predetermined period of time following a duration of the wait period.

An apparatus and method for reporting battery information including receiving configuration information including a reporting mode from a network entity; collecting the battery information of a user equipment (UE); preparing the battery information in the reporting mode; and sending the battery information in the reporting mode over a communications transport mechanism to the network entity. In one aspect, the apparatus and method receive battery information including selecting and configuring a reporting mode; sending configuration information over a communications transport mechanism to a user equipment (UE); and receiving the battery information from the UE, wherein the UE uses the configuration information and the reporting mode.

A method and apparatus facilitating efficient handover by a wireless communications device is provided. The method may comprise obtaining at least two handover metrics for a target cell and for a serving cell, wherein the at least two handover metrics are determined by a request received from the serving cell, determining if all the obtained handover metrics for the target cell are greater than or equal to corresponding threshold values, wherein the corresponding threshold values for the at least two handover metrics are determined by the request received from the serving cell, determining if at least one of the obtained handover metrics for the serving cell is less than the corresponding threshold value, and generating a measurement report indicating the target cell as a handover candidate cell.

Systems and methodologies are described that facilitate management of automatic neighbor relation functions in wireless networks. The system can include components and/or devices that ascertain whether or not to add or remove a neighbor relation based on information associated with an operations and management system, wherein the operations and management system dispatches add or remove requests to a base station that establishes, updates, and/or maintains a neighbor relations table and/or set of neighbor relations that includes neighbor relations between cells.

An apparatus and method for access stratum management comprising reading system information from at least one broadcast channel from a current serving cell; and determining if an available cell is suitable for a user equipment (UE) based on information included in the broadcasted system information, wherein the determining step comprises at least one of the following: comparing system release information of the user equipment (UE) from the broadcasted system information; determining if the available cell supports a specific feature which makes the available cell suitable for optimum performance of the UE; or determining if the available cell and a frequency combination are suitable for a UE type.
Abstract:
A method and apparatus for facilitating capacity monitoring and recommending action for a wireless network is provided. The method may comprise: obtaining data associated with one or more capacity attributes and one or more key performance indicators (KPIs) associated with a network, calculating network level values for the one or more KPIs from the obtained data, generating performance data graphs by plotting a first of the one or more KPIs against a second of the one or more KPIs, analyzing the one or more performance data graphs to determine at least one alarm threshold, and monitoring the one or more capacity attributes to determine if any of the at least one alarm thresholds has been triggered.
Abstract:
To determine a cell for usage in wireless communication, a signal-to-noise ratio or a signal-to-power ratio can be used in selecting an appropriate cell. However, cell selection can also configure to take both signal-to-noise ratio and signal-to-power ratio into account. Multiple available cells can be analyzed and a highest ranking cell can be selected through balancing the aforementioned ratios. In addition, to minimize transferring between cells, a limitation can be placed such that a cell is not left unless there is better of both the aforementioned ratios at another cell.

Systems and methodologies are described herein that facilitate improved cell search and selection in a wireless communication system. For example, a terminal as described herein can utilize one or more Closed Subscriber Group (CSG)-specific offset and/or hysteresis parameters as described herein to increase the amount of time on which the terminal is allowed to camp on a desirable cell. Additionally, specialized reselection timing can be employed as described herein to increase a delay associated with selecting a Home Node B (HNB) or Home Evolved Node B (HeNB) cell, thereby reducing power consumption associated with rapid cell reselection operations in a densely populated network environment. Further, a two-step reselection process can be performed as described herein in the context of selecting a frequency for cell reselection, thereby mitigating the effects of rapid reselection between cells and/or frequencies due to CSG cell prioritization.
