An admission control scheme or a congestion control scheme can be enabled by determining a configured mapping based on various criteria, including a priority of V2X services, V2X packet Quality of Service (QoS) indications per packet, or other criteria. A UE can determine whether a packet is authorized via the sidelink channel based on the configured mapping.

The apparatuses and methods further include at least processing a response message from the second UE that accepts or rejects the connection establishment request message for the secure link establishment.
