A device and method for growing aerobic and facultatively anaerobic bacteria such as Pseudomonas Fluorescens, Bacillus subtilis, Bacillus licheniformis, Starkeya novella and various autotrophic sulfur metabolizing bacteria, along with methods for releasing these bacteria into suspended growth or fixed film wastewater treatment zones such as soil or media, for the purposes of bioremediation and the removal of nitrogen, sulfur, and carbon wastes.

A method of generating a time-frequency representation of a signal that preserves phase information by receiving the signal, calculating a joint time-frequency domain of the signal, estimating instantaneous frequencies of the joint time-frequency domain, modifying each estimated instantaneous frequency, if necessary, to correspond to a frequency of the joint time-frequency domain to which it most closely compares, redistributing the elements within the joint time-frequency domain according to the estimated instantaneous frequencies as modified, computing a magnitude for each element in the joint time-frequency domain as redistributed, and plotting the results as the time-frequency representation of the signal.
Abstract:
The present invention is a method of finding range and velocity of a target in a radar system using a time scale factor. Specifically, sending at least one signal from at least one transmitter to a target. A return signal is then received from the target at each transmitter and the elapsed time is recorded. The range to the target and velocity of the target are calculated based on a time scale factor of the recorded elapsed times. These values are appropriately output to the user.
Abstract:
A method of estimating the carrier frequency of a signal is disclosed. The method comprising the steps of initializing a time average vector to zero, selecting a user-selectable time segment to divide a received signal into. A signal is received, and divided into the user-selectable time segments. A spectral peak vector is calculated by performing a spectral estimation process on the user-selectable time segment divided signal. A first correlation vector is calculated on the spectral peak vector, and a second correlation vector is calculated from the spectral peak vector and the first correlation vector. The time average vector is appended with the result from the second correlation vector, and the process repeats for each time segment the received signal was broken into. The carrier is estimated using the most commonly occurring frequency in the time average vector.

The present invention is an method of estimating the frequency of a signal by first receiving a signal, forming a row vector, segmenting the row vector; converting the row vector to a first matrix, multiplying the first matrix by a weight, performing a Fourier transform on the result of the last step. These same steps are repeated on a delayed version of the signal. The next steps are calculating a complex conjugate for each result of the last step, forming a cross-spectrum matrix, selecting a magnitude in the cross-spectrum matrix that is above a threshold; and setting an angular frequency of the signal to either the phase of the selected magnitude, the phase of the mean of the complex numbers in the row in which appears the selected magnitude, or the selected magnitude. The frequency of the signal is then set to the estimated angular frequency divided by the product of 2&pgr; and the signal delay period. Additional rows are processed if need be.

The present invention is a device for and method of detecting voice activity by receiving a signal; computing the absolute value of the signal; squaring the absolute value; low pass filtering the squared result; computing the mean of the filtered signal; subtracting the mean from the filtered result; padding the mean subtracted result with zeros to form a value that is a power of two if the result is not already a power of two; computing a DFFT of the power of two result; normalizing the DFFT result of the last step; computing a mean of the normalization; computing a variance of the normalization; computing a power ratio of the normalization; classifying the mean, variance and power ratio as speech or non-speech based on how this feature vector compares to similarly constructed feature vectors of known speech and non-speech. The voice activity detector includes an absolute value squarer; a low pass filter; a mean subtractor; a zero padder; a DFFT; a normalizer; and a classifier.

An apparatus for treating a secondary treated wastewater effluent. The apparatus comprises an anoxic first zone for accepting the secondary effluent wherein the first zone includes heterotrophic bacteria, a carbon source, and an outlet structure including a limestone aggregate. The apparatus further comprises a second zone including an entrance structure that is in fluid communication with the outlet structure and an exit structure in fluid communication with the second zone. The exit structure includes a cationic exchange medium wherein the exit structure discharges the effluent to a disposal mechanism such as a subsurface disposal field.

A method of automatically generating a topical description of text by receiving the text containing input words; stemming each input word to its root form; assigning a user-definable part-of-speech score to each input word; assigning a language salience score to each input word; assigning an input-word score to each input word; creating a tree structure under each input word, where each tree structure contains the definition of the corresponding input word; assigning a definition-word score to each definition word; collapsing each tree structure to a corresponding tree-word list; assigning a tree-word-list score to each entry in each tree-word list; combining the tree-word lists into a final word list; assigning each word in the final word list a final-word-list score; and choosing the top N scoring words in the final word list as the topic description of the input text. Document searching and sorting may be accomplished by performing the method described above on each document in a database and then comparing the similarity of the resulting topical descriptions.
