Abstract: A communications method, including receiving, by a second access network device, a first message from a terminal device, the first message indicating occurrence of a connection failure between the terminal device and a first access network device, where the first access network device is a master access network device that exists before the terminal device sends the first message, and the second access network device is a secondary access network device of the terminal device, sending an identifier of the terminal device to the first access network device, receiving, by the second access network device, context information that is of the terminal device on the first access network device and that is from the first access network device, and indicating, by the second access network device, to the terminal device to update to use the second access network device as a new master access network device.
