    Abstract: Certain aspects of the present disclosure provide techniques for random access channel (RACH) occasion assignment. A method that may be performed by a user equipment (UE) includes receiving, from a base station (BS), a plurality of synchronization signal blocks (SSBs), each SSB associated with a different transmit beam of the BS. The method further includes transmitting a random-access preamble on a first RACH occasion associated with a first SSB of the plurality of SSBs, wherein the first RACH occasion is one of a plurality of RACH occasions associated with the plurality of SSBs, wherein the first SSB is associated with a first number of the plurality of RACH occasions and a second SSB of the plurality of SSBs is associated with a second number of the plurality of RACH occasions, wherein the first number is different than the second number.

    Abstract: This disclosure provides systems, methods and apparatuses for identifying physical downlink control channel (PDCCH) parameters, such as a PDCCH blind decode limit and a PDCCH control channel element limit, for implementations where a user equipment (UE) is configured with two or more cell groups. The techniques described herein permit the UE or a base station to determine the quantity of cell groups that is to be considered when determining the PDCCH parameters, permit the UE to indicate PDCCH capability values across multiple frequency ranges, and permit the base station to schedule a quantity of PDCCHs for the UE that results in a quantity of blind decodes that exceeds a PDCCH blind decode limit or a quantity of control channel elements that exceeds a PDCCH control channel element limit.

In some aspects, a wireless communication device may generate a Reed Muller generating matrix for an information bit vector that includes a plurality of information bits. The wireless communication device may remove, from the Reed Muller generating matrix, a row vector consisting of all 1-values to form a modified Reed Muller generating matrix. The wireless communication device may encode the information bit vector using the modified Reed Muller generating matrix to form a codeword.     Abstract: This disclosure provides systems, methods and apparatus, including computer programs encoded on computer storage media, for managing beam configurations and parameters for non-terrestrial networks. In some implementations, a UE may detect a synchronization signal block (SSB) transmitted by a satellite via a first beam. Aspects of the present disclosure recognize that each beam may be identified by a unique SSB index based at least in part on a time or frequency on which the SSB is received. Thus, the SSB may be identified based on a frequency-domain SSB index or a time-domain SSB index. The UE may further determine one or more wireless communication parameters associated with the first beam. The UE may generate a mapping between the SSB and the wireless communication parameters associated with the first beam, and thereafter communicate with the satellite using the mapping.

In an aspect, a network entity obtains a user equipment (UE) capability report, the UE capability report including first and second UE capabilities, the first UE capability indicating a capability of the UE to measure positioning signals in a first band, the second UE capability indicating a capability of the UE to measure positioning signals in a second band, and configures the UE with an indication of one or more downlink positioning signal resources for measurement by the UE based on a function of the first and second UE capabilities, the one or more downlink positioning signal resources being for transmission by one or more transmission/reception points (TRPs), each downlink positioning signal resource occupying a frequency region that is at least part of the first or second band.
