Abstract: Arithmetic coders such as CABAC have high complexity. Some video coding systems limit the ratio of bins coded by the arithmetic coder to bits of encoded data. In order to do so, extra padding or stuffing data is added to the bitstream. Embodiments include ways order to reduce the overhead of such padding, embodiments include ways of processing a video bitstream without including the padding data. For example a video encoder or decoder may code a syntax element of the video bitstream for a unit of video data that indicates a number of padding bits and code the unit of video data without coding (encoding or decoding) the padding bits in the video bitstream.

Abstract: A method of decoding video data includes determining, by one or more processors implemented in circuitry, a partition of the video data into a plurality of blocks. The partition of the video data applies a block size restriction to prevent a splitting of a block of the plurality of blocks that would result in a small block comprising a block width and a block height when the block height times the block width is less than a threshold. The method further includes generating, by the one or more processors, prediction information for the block and determining, by the one or more processors, a predicted block for the block based on the prediction information. The method further includes decoding, by the one or more processors, a residual block for the block and combining, by the one or more processors, the predicted block and the residual block to decode the block.

Abstract: Dynamic Range Adjustment can be used to correct distortions that can occur when the dynamic range of the colors in video are transformed. In various examples, Dynamic Range Adjustment can be performed using a piecewise linear function that takes as input a range of color values. Parameters describing the piecewise linear function can be encoded into a bitstream, and the parameters can be used by a decoding process to reconstruct the piecewise linear function. To improve encoding efficiency, techniques can be applied by which redundant values in the parameters need not be encoded when the range of input values for the piecewise linear function can be divided into portions having equal lengths. The decoding process can derive the omitted values from values that are provided, and can apply the piecewise linear function to decoded video data to perform Dynamic Range Adjustment.

Abstract: A video coder determines a boundary luma value and derives a chroma value that corresponds to the boundary luma value. The video coder may derive a first prediction model and a second prediction model based on the derived chroma value. The video coder may use the first prediction model to determine a first set of predicted chroma samples of a prediction block for the current block. The first set of predicted chroma samples corresponds to the luma samples of the prediction block that have values less than or equal to the boundary luma value. The video coder may use the second prediction model to determine a second set of predicted chroma samples of the prediction block. Abstract: A video processing device is configured to obtain, from a bitstream, one or more syntax elements indicating one or more partitioning schemes for an output layer set. For each respective partitioning scheme of the one or more partitioning schemes, the respective partitioning scheme specifies a division of the output layer set into one or more partitions. Each layer in the output layer set belongs to exactly one partition in the respective partitioning scheme. Additionally, the video processing device obtains, from a Supplemental Enhancement Information (SEI) message or video usability information (VUI) in a video parameter set (VPS), hypothetical reference decoder (HRD) parameters for each of the one or more partitioning schemes. For each respective partition of the respective partitioning scheme, the video processing device tests, based on the HRD parameters for the respective partitioning scheme, the respective partition for conformance to a video coding standard.

Abstract: A video encoder may be configured to apply a multi-stage quantization process, where residuals are first quantized using an effective quantization parameter derived from the statistics of the samples of the block. The residual is then further quantized using a base quantization parameter that is uniform across a picture. A video decoder may be configured to decode the video data using the base quantization parameter. The video decoder may further be configured to estimate the effective quantization parameter from the statistics of the decoded samples of the block. The video decoder may then use the estimated effective quantization parameter for use in determining parameters for other coding tools, including filters.
