    Abstract: A video encoder and video decoder may be configured to disable subpicture processing in situations where reference picture scaling is enabled. In another example, when reference picture scaling is enabled, a video encoder may determine a reference picture scaling ratio for the reference picture resampling process based on a width of a scaling window (PicOutputWidthL) of the current picture and a height of the scaling window (PicOutputHeightL) of the current picture. The values of PicOutputWidthL and PicOutputHeightL are constrained, respectively, relative to a width of a scaling window (refPicOutputWidthL) of the reference picture and a height of the scaling window (refPicOutputHeightL) of the reference picture.

    Abstract: A video coder may code a block of video data using an intra prediction mode determined from a most probable mode list. The video coder may construct a general most probable mode list containing N entries, wherein the N entries of the general most probable mode list are intra prediction modes, and wherein a planar mode is an ordinal first entry in the general most probable mode list, construct a primary most probable mode list from a first Np entries in the general most probable mode list, where Np is less than N, and construct a secondary most probable mode list from a remaining (N-Np) entries in the general most probable mode list. The video coder may then determine a current intra prediction mode for a current block of video data using the primary most probable mode list or the secondary most probable mode list.

    Abstract: An example method includes decoding, from a picture header syntax structure of a coded video bitstream, a syntax element indicating whether or not a picture associated with the picture header syntax structure may include multiple different types of Network Abstraction Layer (NAL) units; responsive to the syntax element indicating that the picture may include multiple different types of NAL units, decoding a merged subpicture track that includes the picture where each picture in the merged subpicture track refers to a common picture parameter set (PPS); and reconstructing, based on the common PPS, samples of the picture.

    Abstract: A video decoder configured to generate a first merge candidate list for a first block; determine that the first block is coded in a merge mode with motion vector differences; in response to determining that a maximum number of entries for the first merge candidate list is equal to 1, infer a value of a first instance of a flag to be equal to a first value, wherein the first value for the flag indicates that the first block is to be decoded using a first entry in the first merge candidate list; receive first motion vector difference information; determine first motion information for predicting the first block based on candidate motion information included in the first entry of the first merge candidate list and the first motion vector difference information; and decode the first block using the first motion information.

    Abstract: A device for decoding encoded video data is configured to determine that a chroma block of the encoded video data is coded in a cross-component prediction (CCP) mode; generate a merge candidate list for the chroma block, wherein the merge candidate list includes at least two prediction candidates generated by different CCP modes and a third prediction candidate, wherein the third prediction candidate comprises a fusion prediction candidate; receive, in the encoded video data, a syntax element set to a value; select a prediction candidate from the merge candidate list based on the value of the syntax element; determine a prediction block for the chroma block based on the selected prediction candidate; determine a decoded block of video data based on the prediction block for the chroma block; and output a decoded picture of video data that includes the decoded block of video data.
