Abstract: An apparatus configured to decode video information includes a memory and a processor in communication with the memory. The memory is configured to store video information associated with a bitstream. The apparatus further includes a processor in communication with the memory, the processor configured to determine that a reference layer is not included in the bitstream. The processor is further configured to receive, from an external source, a decoded base layer picture associated with an access unit, to store the decoded base layer picture in a memory. The processor is further configured to decode pictures associated with the access unit based on the stored decoded base layer picture, and subsequent to decoding the pictures associated with the access unit, empty the decoded base layer picture from the memory.

Abstract: In one example, a device for coding (e.g., encoding or decoding) video data includes a memory configured to store video data, and a video coder configured to code hypothetical reference decoder (HRD) parameters for each sub-layer of each bitstream partition of a video bitstream; and process the video bitstream using the HRD parameters. The video coder may code the HRD parameters in the form of a loop over the HRD parameters that is iterated for each of the sub-layers, and/or indexes to respective sets of HRD parameters for each of the sub-layers.

Abstract: A method of encoding video data comprising encoding a current picture of video data, generating a respective collocated reference picture index syntax element for one or more slices of the current picture, and performing a bitstream conformance check only for slices of the one or more slices that do not have an intra slice type and for which a temporal motion vector predictor is enabled, the bitstream conformance check constraining the values of the respective collocated reference picture index syntax elements such that each respective collocated reference picture index syntax element points to the same picture and does not reference the current picture itself.

Abstract: Systems and methods for encoding a decoding video data are disclosed. The method for decoding video data can include receiving a bitstream having a plurality of layers of video data. The plurality of layers of video data can include a base layer and a video parameter set (VPS). The VPS can indicate a plurality of output layer sets (OLS) and profile, tier, and level (PTL) information for each OLS of the plurality of OLSs, including the 0th OLS. The method for decoding can also include selecting an OLS from the one or more layers as a target OLS, and decoding the target OLS based on PTL information signaled in the VPS.

Abstract: A device generates a Network Abstraction Layer (NAL) Unit Map Entry box in a file. The NAL Unit Map Entry box associates NAL units with a tile set that includes two or more tiles of a plurality of tiles into which a current picture is partitioned. A region of the current picture covered by the tile set may be non-rectangular. Additionally, the device generates a tile set group entry in the file. The tile set group entry includes a horizontal offset, a vertical offset, a width, and a height. The horizontal offset specifies a horizontal offset of a top-left pixel of a minimum rectangular region that covers tiles in the tile set. The vertical offset specifies a vertical offset of the top-left pixel of the minimum rectangular region. The width specifies a width of the minimum rectangular region. The height specifies a height of the minimum rectangular region.

Abstract: In various implementations, techniques are described herein to resolve issues related to the location of an EOB NAL unit in an ISO base media file. In various implementations, these techniques include relaxing the requirement that a file include only one EOB NAL unit. These techniques further include providing the EOB NAL unit from the highest layer when reconstructing the bitstream. This EOB NAL unit can be added to a last access unit in the reconstructed bitstream. When the EOB NAL unit from the highest layer is not present, an EOB NAL unit from a lower layer can be provided instead.

Abstract: Techniques of this disclosure provide an indication of whether performing random access from a particular access unit in a bitstream requires fetching of parameter sets from previous access units. A clean random access (CRA) picture can be positioned at any point within a coded video sequence and does not clean a decoded picture buffer (DPB) of a video decoder. In order to perform random access decoding from the CRA picture, a video decoder may need to fetch one or more parameter sets included in unavailable access units that precede the CRA picture. The techniques provide an indication, for each CRA picture, that indicates whether parameter sets included in previous access units are needed to perform random access from the picture. When no parameter sets from previous access units are needed for random access from a particular CRA picture, a video decoder may determine to perform random access from that picture.

The techniques further include determining the first network abstraction layer unit type for a picture in the access unit and determining whether the first network abstraction layer unit type equals a value in a range of type values. The techniques further include setting a network abstraction layer unit type for all other pictures in the coded access unit to equal the value of the first network abstraction layer unit type if the first network abstraction layer unit type is equal to a value in the range of type values.
