    Abstract: A video encoder may be configured to apply a multi-stage quantization process, where residuals are first quantized using an effective quantization parameter derived from the statistics of the samples of the block. The residual is then further quantized using a base quantization parameter that is uniform across a picture. A video decoder may be configured to decode the video data using the base quantization parameter. The video decoder may further be configured to estimate the effective quantization parameter from the statistics of the decoded samples of the block. The video decoder may then use the estimated effective quantization parameter for use in determining parameters for other coding tools, including filters.

    Abstract: A device for decoding a bitstream that includes point cloud data can be configured to determine, based on syntax signaled in the bitstream, that in-tree quantization is enabled for a node; determine, for the node based on the syntax signaled in the bitstream, that an angular mode is activated for the node; in response to in-tree quantization being enabled for the node, determine for the node a quantized value representing a coordinate position relative to an origin position; scale the quantized value without clipping to determine a scaled value representing the coordinate position relative to the origin position; and determine a context for context decoding a plane position syntax element for the angular mode based on the scaled value representing the coordinate position relative to the origin position.

    Abstract: A method of decoding video data includes determining, by one or more processors implemented in circuitry, a picture size of a picture. The picture size applies a picture size restriction to set a width of the picture and a height of the picture to each be a respective multiple of a maximum of 8 and a minimum coding unit size for the picture. The method further includes determining, by the one or more processors, a partition of the picture into a plurality of blocks and generating, by the one or more processors, a prediction block for a block of the plurality of blocks. The method further includes decoding, by the one or more processors, a residual block for the block and combining, by the one or more processors, the prediction block and the residual block to decode the block.

    Abstract: An example device for coding (encoding or decoding) video data includes a memory configured to store video data; and one or more processors implemented in circuitry and configured to: determine a first number of neighboring blocks to a current block of the video data that are intra-predicted; determine a second number of the neighboring blocks that are inter-predicted; determine a first weight value to be applied to intra-prediction samples of an intra-prediction block for the current block; determine a second weight value to be applied to inter-prediction samples of an inter-prediction block for the current block; generate a prediction block for the current block as a weighted combination of the intra-prediction block to which the first weight value is applied and the inter-prediction block to which the second weight value is applied; and code the current block using the prediction block.

    Abstract: A method of decoding point cloud data comprises obtaining a bitstream that includes an arithmetically encoded syntax element indicating a vertical plane position of a planar mode of a node; and decoding the vertical plane position of the planar mode in the node, wherein decoding the vertical plane position of the planar mode comprises: determining a laser index of a laser candidate in a set of laser candidates, wherein the determined laser index indicates a laser beam that intersects the node; determining a context index based on whether the laser beam is above a first distance threshold, between the first distance threshold and a second distance threshold, between the second distance threshold and a third distance threshold, or below the third distance threshold; and arithmetically decoding the vertical plane position of the planar mode using a context indicated by the determined context index.
