    Abstract: A power control method and apparatus for an uplink control channel are provided. The method includes: determining, by user equipment, to send first uplink control information on a first PUCCH and in a subframe i; determining transmit power for sending the first uplink control information on the first PUCCH and in the subframe i. In the embodiments of the present invention, the transmit power is determined by using a sum of a base power adjustment value and any one of a first power adjustment value determined according to a quantity of bits of the first uplink control information. Therefore, a method for determining the transmit power is provided.

    Abstract: This application provides a downlink information transmission method and apparatus, and a device. The method includes: encoding information into a plurality of transport blocks; determining a time-frequency resource used to send each transport block; sending downlink resource indication information to user equipment, where the downlink resource indication information indicates a time-frequency resource location occupied by an Mth transport block; and sending corresponding transport blocks on the time-frequency resources. The user equipment receives the transport blocks based on the downlink resource indication information and decodes the transport blocks to obtain the information, where the downlink resource indication information indicates a resource of only one transport block. A terminal device may determine a time-frequency resource location of another transport block based on a location parameter of the another transport block, and receive and decode the another transport block. Same information bits are carried in a plurality of transport blocks, so that transmission reliability can be effectively improved. There is no need to notify a time-frequency resource of each transport block, so that downlink control signaling overheads are effectively reduced.

By using the foregoing solution, the terminal device can efficiently feed back, receiving states corresponding to a plurality of data channels or a plurality of pieces of data transmission that occupy time domain resources of different lengths, thereby ensuring communication service quality.

    Abstract: The present disclosure relates to a terminal device, in which a processing module selects one or more normal carriers or special carriers from a first carrier set for an uplink subframe, where the first carrier set includes all carriers in carrier aggregation that are used by the terminal device to send a first uplink subframe; and a sending module cancels sending of the uplink subframe on one or more carriers, where the special carrier is a carrier on which the terminal device sends neither uplink data nor uplink control information in uplink, and the normal carrier is a carrier that is used by the terminal device to send uplink data and/or uplink control information. An uplink subframe on some carriers is rejected, thereby resolving a problem that information such as a downlink channel characteristic of a carrier cannot be obtained when no uplink reference signal is sent on the carrier.
