    Abstract: Methods, systems, and devices for wireless communications are described. In some systems, a user equipment (UE) may attempt to connect to a base station using a random access procedure. During the random access procedure, the base station may transmit control information associated with a random access response (RAR) during a RAR window. The UE may attempt to receive a single instance of the control information and, in some cases, may be unable to receive and decode the single instance of the control information. The base station may configure one or more RAR windows (or segment(s) thereof) to support transmitting repeating instances of the control information and/or RAR. The UE may identify a quantity of instances of the repeated control information and combine the instances. The UE may successfully decode the combined instances of control information and identify a location for receiving the RAR.

    Abstract: Methods, systems, and devices for wireless communications are described that relate to a two-step random access procedure. Generally, the described techniques allow different configurations for a first message of a random access procedure depending on a connected-state of the user equipment (UE) performing the random access procedure. A base station may transmit configuration information to the UE and the UE may use the configuration information to determine resources, coding, block size, or other factors for transmitting the first message based on the radio resource control (RRC) connected state of the UE. The UE may then monitor for a random access response from the base station based on the first message from the UE.

    Abstract: Methods, systems, and devices for wireless communications are described. In some systems, a user equipment (UE) may perform a dual active link handover procedure from a source base station to a target base station. During the dual active link handover procedure, the UE may have connections to both of the base stations concurrently. In such cases, transmission opportunities for communicating with the base stations may conflict. To handle conflicting transmission opportunities, the UE may drop a monitoring occasion or a packet reception for a base station based on prioritization rules. In some cases, to mitigate packet losses, the base station may configure re-transmissions or slot aggregation to provide the UE with additional opportunities to receive a packet. Additionally or alternatively, the UE may transmit a notification message to a base station indicating dropped monitoring occasions or packets.

    Abstract: Methods, systems, and devices for wireless communications are described. A user equipment (UE) may observe control channel monitoring occasions (PMOs) corresponding to different beams configured by a base station. The UE may identify a PMO in a system information window to monitor for downlink control information scheduling a shared channel carrying a system information message. The UE may receive an indication of which synchronization signal/physical broadcast channel (SS/PBCH) blocks are actually transmitted by the base station and determine corresponding PMOs within the system information window. The UE may then monitor for the downlink control channel within the system information window during the corresponding PMOs. The base station and the UE may also implement techniques for system information message repetition within a system information window.

    Abstract: Methods, systems, and devices for wireless communication are described. A base station may determine a group set of at least one synchronization signal (SS) block group to be transmitted within a SS burst set. The base station may identify a group transmission configuration index associated with the group set, and then transmit the group transmission configuration index to a user equipment. The base station may also include an indication of which SS blocks in each transmitted SS block group are transmitted. A user equipment (UE) may determine transmitted SS blocks based on the group set index or the indication of which SS blocks in each transmitted SS block group are transmitted.

    Abstract: This disclosure describes methods, devices, and systems for techniques related to random access procedures, such as a two-step random access procedure. Generally, the described techniques support physical uplink shared channel (PUSCH) occasion (PO) aggregation in random access procedures, including aggregation configurations and communication schemes that support enhanced data transmissions, such as small data transmissions, in random access procedures. In some examples, the described techniques may include aggregating POs in a time domain, or a frequency domain, or both. A device, such as a user equipment (UE) may aggregate, in one or more of a time domain or a frequency domain, multiple POs of a set of POs, and transmit, to a device such as a base station, a random access payload of a random access message on a PUSCH using time and frequency resources of the aggregated multiple POs.
