Abstract: The present disclosure relates to a communication scheme for convergence of an IoT technology and a 5G communication system for supporting a higher data transmission rate beyond a 4G system, and a system therefor. The present disclosure may be applied to an intelligent service (for example, a smart phone, a smart building, a smart city, a smart car or connected car, healthcare, digital education, retail business, a security and security related service, or the like) on the basis of a 5G communication technology and an IoT related technology. The present invention proposes a method and an apparatus for minimizing an uplink interference and avoiding unnecessary transmission power consumption of a terminal, by defining a method for setting uplink transmission power of the terminal in a mobile communication system. According to the present invention, a method for a terminal in a wireless communication system comprises the steps of: transmitting a random access preamble; receiving a random access response including a power control command; determining transmission power of uplink data on the basis of whether a beam through which the random access preamble has been transmitted is changed; and transmitting the uplink data on the basis of the transmission power.

Accordingly, a method for transmitting information by a base station in a wireless communication system, includes generating information on a channel sensing operation of a user equipment (UE) in an unlicensed band, wherein the information on the channel sensing operation indicates one of a first type performing the channel sensing operation using a variable time period, a second type performing the channel sensing operation using a fixed time period, and a third type not performing the channel sensing operation; and transmitting, to the UE, the information on the channel sensing operation.

The present embodiment provides a method and an apparatus for a delay reduction mode operation of a base station and a terminal, and the base station of the present invention can: transmit, to the terminal, first information related to hybrid ARQ (HARQ) timing by means of higher layer signaling; transmit, to the terminal, scheduling information and second information related to the HARQ timing; transmit, to the terminal, data scheduled by the scheduling information; and receive, from the terminal, positive reception acknowledgement or negative reception acknowledgement (ACK/NACK) information with respect to the data according to the HARQ timing, which is determined on the basis of the first information and the second information.

If a macro evolved Node B (eNodeB) determines and reports an uplink protection subframe for suppressing uplink transmission to a neighboring eNodeB, transmits scheduling information for uplink data through a downlink subframe corresponding to an uplink protection subframe, and the uplink protection subframe determined by the neighboring eNodeB is reported, a small eNodeB sets the reported uplink protection subframe as a flexible subframe, and uses the flexible subframe for downlink transmission. If the flexible subframe is used for the downlink transmission, a terminal of the small eNodeB measures and transmits non-period channel information in the flexible subframe through at least one uplink subframe.
