In an embodiment, a quality of service profile assigned to a user account is established where the user account comprises user information for a first wireless device and a second wireless device. A first usage request from the first wireless device is received and registered for access to the communication network. A second usage request is received and registered from the second wireless device for access to the communication network. Use of the communications network is allocated to the second wireless device based upon the quality of service profile and the use of the communication network by the first wireless device.
