Abstract: Methods, systems, and devices for wireless communications are described. In some systems, a user equipment (UE) may support mobility between a non-terrestrial network (NTN) cell and a terrestrial network (TN) cell. If the UE is connected to an NTN cell, the UE may determine timing for a neighboring TN cell using a reference timestamp. A first network entity supporting the NTN cell may request the reference timestamp from a second network entity supporting the TN cell. The second network entity may output the timestamp in response to the request. The first network entity may obtain the timestamp and output an indication of the timestamp to the UE in a measurement gap configuration. The UE may use the reference timestamp to determine timing for a measurement gap and may monitor for a signal (e.g., a synchronization signal) from the second network entity supporting the TN cell during the measurement gap.

Abstract: A method of wireless communication by a user equipment (UE) calculates a propagation delay for sending a message from the UE to a network node, such as a base station, via non-terrestrial communications. The method sends a random access preamble to the base station while accounting for the calculated propagation delay. The method starts a random access response (RAR) window at a first physical downlink control channel (PDCCH) occasion after twice the calculated propagation delay from sending the random access preamble. The method receives a random access response (RAR) message from the base station during the RAR window. The RAR message includes an uplink grant indicating an uplink shared channel resource. Further, the method sends an uplink message to arrive during the uplink shared channel resource while accounting for the calculated propagation delay.

Due to the large distances between transmitting devices and receiving devices in a NTN, timing adjustments to account for propagation delay communications links via a satellite may include a propagation delay between a UE and a satellite, a propagation delay between a base station and a satellite, as well as a variation in the propagation delays due to movement of the satellite. In accordance with various techniques discussed herein, a UE may account for variation in propagation delay, in addition to determined propagation delay, when determining an uplink timing for uplink communications via a satellite.

Abstract: A UE may receive, from at least one cell via at least one bit in a MIB or a SIB, a barring indication based on a supported network of the at least one cell and a supported network of the UE. The supported network of the at least one cell may correspond to a TN or an NTN, and the supported network of the UE may correspond to a TN or an NTN. The UE may skip, based on the received barring indication, a selection of the at least one cell for communication. Accordingly, the UE may not camp on the at least one cell. The barring indication for NTN-supporting UEs and for TN-supporting UEs may be separately indicated via the MIB or the SIB.

In some aspects, a user equipment (UE) may transmit a report of a maximum transport block size supported by the UE for if hybrid automatic repeat request (HARQ) feedback is enabled and a maximum transport block size for is HARQ is disabled. The UE may receive, based at least in part on transmitting the report, one or more transport blocks that have a transport block size that does not exceed the maximum transport block sizes supported by the UE. In some aspects, the UE may receive an indication of a length of a span for receiving a set of bits from channel encoder output for a transport block or a redundancy version of a transport block. Abstract: This disclosure relates to techniques for providing access control for multicast or broadcast (MC/BC) services. A base station broadcasts one or more cell barring parameters to a group of user equipment (UEs) that indicate whether the UEs of the group of UEs is permitted to select the cell of the base station for receiving the MC/BC services. The base station also broadcasts one or more access control parameters to a set of one or more UEs, of the group of UEs, that are indicated to be permitted to select the cell for receiving the MC/BC services based on the one or more cell barring parameters. The one or more access control parameters indicate whether the set of one or more UEs is permitted to establish or resume the RRC connected state with the base station for receiving the MC/BC services.

Abstract: Methods, systems, and devices for wireless communications are described in which random access preambles may be designed to provide for relatively low inter-carrier interference (ICI) of adjacent available frequency resources in a non-terrestrial network (NTN). Random access preambles for NTN random access requests may be selected from a first set of random access preambles that are different from a second set of random access preambles for terrestrial random access requests. The first set of random access preambles may be a subset of the second set of random access preambles. The first set of random access preambles may be provided for contention-based random access (CBRA) and contention-free random access (CFRA) preambles may be configured by a base station from random access preambles that correspond to or are different from the second set of random access preambles.

Abstract: Methods, systems, and devices for wireless communications are described. A user equipment (UE) may receive a radio resource control (RRC) reconfiguration message from a base station including a configuration for communicating with the base station, and the base station may transmit an RRC reconfiguration complete message to the base station (e.g., in response to the RRC reconfiguration message). The UE may then apply the configuration in the RRC reconfiguration message for communicating with the base station after transmitting the RRC reconfiguration complete message. That is, the UE may delay application of the configuration in the RRC reconfiguration message until after the UE transmits the RRC reconfiguration complete message. Using these techniques, ambiguity between the base station and the UE on when the configuration is applied by the UE may be minimized, resulting in improved throughput and reduced latency in a wireless communications system.

A network node and a user equipment (UE) may establish a connection between the UE and the network node of a non-terrestrial network. The UE may receive, from the network node and based on a type of orbit around Earth of the network node, a first value or the first value and a second value associated with a position or a velocity of the network node relative to a terrestrial-based reference. The UE and the network node may communicate based on the position or the velocity of the network node, or both. In some cases, the position or the velocity of the network node is based on an altitude of the network node, the first value, the second value, and a third value.
