The present invention is directed to a method and an apparatus for use in a wireless communication system. Specifically, the present invention is directed to a method of performing random access procedure for network access and an apparatus therefore, in which the method comprises: receiving a first downlink signal including first information at time t1, the first information indicating a first time duration T1; receiving a second downlink signal including second information at a time t1+b within T1, the second information indicating a second time duration T2; and performing the random access procedure for network access, wherein if T2 is larger than b, the random access procedure is allowed after T2−b has passed from t1+b, wherein if T2 is equal to or less than b, the random access procedure is allowed after t1+b.

The present disclosure relates to cell selection in wireless communications. According to various embodiments, a method performed by a wireless device in a wireless communication system comprises: receiving, from each of a plurality of mobile cells, location information related to each of the plurality of mobile cells and identifier (ID) information related to each of the plurality of mobile cells; estimating a movement pattern of each of the plurality of mobile cells based on the location information and the identifier information; determining a mobile cell among the plurality of mobile cells for a cell selection based on the movement pattern; and performing the cell selection to the determined mobile cell.

Disclosed herein is a method for transmitting information for a neighboring vehicle UE of a first vehicle UE using V2X (Vehicle-to-Everything) communication in a wireless communication system.The method includes receiving a first V2X message from at least one the neighboring vehicle UE; generating a second V2X message based on the received first V2X message when an accident triggering an eCall (emergency call) occurs, checking whether the second V2X message is ready to be transmitted to the first network entity; and transmitting at least one of the eCall, a minimum set of data (MSD) forming the data component of the eCall, or the second V2X message to the first network entity according to the result of the check.

The present invention provides methods and apparatus for performing initial access based on the Application specific Congestion control for Data Communication (ACDC) category mapping scheme. One of methods for performing initial access based on an Application specific Congestion control for Data Communication (ACDC) category in a wireless access system, the method performed by a user equipment (UE) and comprising: receiving, from a home network, ACDC configuration information representing ACDC categories supported by the home network; receiving, from a serving network, ACDC category access parameters including barring information of the serving network; and performing the initial access based on the ACDC configuration information and the ACDC category access parameters when an application packet to be transmitted is generated, wherein the barring information includes barring time value and barring factor value representing a probability of denied or deferred of the initial access according to ACDC category of the serving network.

One of the embodiments of the present invention, a method for receiving a multimedia broadcast supplement for public warning system (MBSP) message, the method performed by a user equipment (UE) and comprising: receiving a paging message including an MBSP indication field indicating an MBSP notification will be transmitted; receiving a system information block including the MBSP notification including an MBSP related information for allocating a resource for receiving the MBSP message; and receiving the MBSP message through the resource, wherein the MBSP message includes public safety multimedia information for warning a user of the UE.
