The method can reduce an accuracy loss of model data, and includes: A first device determines second information based on first information, where the second information is used by a second device to quantize first model data, the first information includes an evaluation loss corresponding to a current round of training, the second information includes a quantization error threshold, and the first model data is model data that is after the current round of training; the first device sends the second information to the second device; and the first device receives a first message sent by the second device, where the first message includes quantized first model data and first quantization configuration information.

The present invention provides a congestion control method and apparatus. The method includes: sending, by a user equipment, a first network connection request to a network device of a first mobile network; receiving, by the user equipment, a first network connection rejection message from the network device, where the first network connection rejection message includes network switching indication information, where the network switching indication information is used for instructing the user equipment to switch to a second mobile network, and the network switching indication information is from a subscription manager SM; and accessing, by the user equipment, the second mobile network according to the network switching indication information. The present invention ensures normal execution of a service on an eUICC user equipment when network congestion occurs.

The present invention provides a method, an apparatus, and a method for online subscription data configuration. This method for online subscription data configuration includes: acquiring, by a subscription data configuration function device (SMF), equipment capability information of a user equipment (UE) and information of a service supported by the UE; generating, by the SMF, user subscription data according to the equipment capability information of the UE and the information of service supported by the UE, and generating user service subscription data according to the information of the service supported by the UE; where the user subscription data and the user service subscription data include an international mobile subscriber identity (IMSI) allocated to the UE by the SMF; performing, by the SMF, subscription data configuration on a home subscriber server (HSS) and a subscription profile repository (SPR), according to the user subscription data and the user service subscription data.

The present invention discloses for the ability for processing circuit switched (CS) services in an evolved packet network. For example, embodiments provide a method that includes: by a mobility management entity (MME), receiving a mobile terminated (MT) service indication from a mobile switching center (MSC); sending the MT service indication to user equipment (UE); and receiving an MT service response returned by the UE and performing subsequent operations according to the MT service response. In the method of the present invention, when an MT service arrives, the MME does not trigger the evolved NodeB (eNodeB) to hand over the packet switched (PS) services of the UE but notifies the UE of the MT service and performs subsequent operations according to the MT service response returned by the UE, thus avoiding the waste of network resources caused by a meaningless handover of PS services.

Embodiments of this application provide example fault location methods and example apparatuses. One example method includes receiving or determining, by a first network element, a performance indicator that is of a service flow of a terminal device and that is associated with an exception event of the service flow. The first network element sends the performance indicator of the service flow to the terminal device. The terminal device measures the performance indicator of the service flow, and reports a measurement result of the performance indicator of the service flow to the first network element. The first network element analyzes the measurement result, to obtain a cause of the exception event of the service flow.

Embodiments of this application provide for a communication method and a related apparatus. In the method, an access and mobility management function network element receives a first correspondence between a first identifier and a quality of experience (QoE) target. The first correspondence includes the first identifier, the first identifier indicates an identifier of a first terminal device at an application layer, and the QoE target indicates a service QoE target of the first terminal device. The access and mobility management function network element determines a second identifier based on the first identifier. The access and mobility management function network element sends a second correspondence between the second identifier and the QoE target, where the second identifier indicates an identifier of the first terminal device in a network. According to the foregoing method, a service QoE requirement for a specified terminal device can be met.

The first network element obtains hardware resource information used to indicate an available resource of a network functions virtualization infrastructure, where the available resource includes a resource of at least one piece of hardware, and the hardware represents a minimum physical resource set used to bear a virtual machine. The first network element determines, based on the first information and the hardware resource information, a one-to-one mapping relationship between at least one virtual machine corresponding to the VNF and at least one piece of hardware corresponding to the VNF. The first network element determines, based on the mapping relationship, to instantiate the at least one virtual machine on the at least one piece of hardware.

Embodiments of the present invention relate to the communications field and disclose a method, an apparatus, and a system for processing a data domain service, which mitigate a resource shortage problem of an EPS network or a 2G network that uses a GERAN network as an access network. A specific solution is: receiving, by a source access network element, a user-plane data packet sent by a source mobility management network element, where the user-plane data packet includes a handover instruction or service type information; and sending a handover request to the source mobility management network element according to the handover instruction or the service type information, so as to hand over a data domain service of the user terminal to a target network. The present invention is used to process data domain services.

The present invention provides a congestion processing method, apparatus, and system. The method comprises: in a process of a UE performing handover from a source cell, in a congestion status, of a source access network element to a target cell, in a normal status, of a target access network element, receiving second indication information sent by a second access network element, wherein the second indication information is used for indicating a status of a second cell; sending notification information to a network side according to the indication message, wherein the notification information is used for notifying the network side to restore a status of the UE from a congestion and controlled status to a normal status. In the present invention, determining how to notify the network side and notifying the network side timely to restore the status of the UE to the normal status are realized.
