    Abstract: Example techniques and devices for decoding video data are disclosed. An example device includes memory configured to store the video data and one or more processors implemented in circuitry and communicatively coupled to the memory. The one or more processors are configured to extract a current sub-picture from a bitstream of the video data and parse virtual boundary syntax elements indicative of virtual boundaries for a current picture, wherein the current sub-picture is associated with the current picture. The one or more processors are configured to update the virtual boundaries based at least in part on the virtual boundary syntax elements and decode the current sub-picture based on the updated virtual boundaries.

    Abstract: A video encoder or video decoder can be configured to obtain multi-layer video data that includes at least a first layer and a second layer; determine a layer identification value for the first layer and a layer identification value for the second layer, wherein the layer identification value for the second layer is higher than the layer identification value for the first layer; store decoded pictures of the first layer and decoded pictures of the second layer in a decoded picture buffer; and in response to determining that a picture of a layer is an instantaneous decoding refresh (IDR) picture, remove from the decoded picture buffer, all decoded pictures of a layer the IDR picture belongs to, while leaving in the decoded picture buffer all decoded pictures with layer identifications lower than a layer identification of the layer the IDR picture belongs to.

    Abstract: A method of decoding video data, the method comprising: obtaining, from a bitstream that comprises an encoded representation of the video data, a first syntax element indicating a number of subpictures in each picture in a coded layer video sequence (CLVS); based on the first syntax element indicating that the number of subpictures in each picture in the CLVS is greater than 1, obtaining, from the bitstream, a second syntax element that specifies whether all subpicture boundaries in the CLVS are treated as picture boundaries; and based on the second syntax element specifying that all subpicture boundaries in the CLVS are treated as picture boundaries, decoding each subpicture in each of the pictures in the CLVS as a separate picture.

    Abstract: An example device includes memory configured to store video data and one or more processors implemented in circuitry and communicatively coupled to the memory. The one or more processors are configured to determine whether a picture of the video data is an intra random access picture (IRAP) and determine whether all layers of the picture are independent. Based on the picture being an IRAP and all layers of the picture being independent, the one or more processors are configured to determine a value of a first syntax element to be indicative of an inter slice not being allowed in the picture and code the picture without using inter slice prediction.

    Abstract: An example of encoding video data includes determining a number of actual dependent layers of video data for a current layer, the actual dependent layers being a subset of layers having a layer identification value less than a layer identification value of the current layer, the actual dependent layers being available for inter-layer coding a block in a current picture in the current layer, wherein the number of actual dependent layers is fewer than a number of layers having the layer identification value less than the layer identification value of the current layer, determining a layer, other than the current layer, that includes an inter-layer reference picture for inter-predicting the block in the current picture in the current layer, and signaling information indicative of a layer index value to identify the layer other than the current layer based on the determined number of actual dependent layers for the current layer.
