Values of the two ALF signal flags and the two CCALF signal flags in each ALF APS are not all equal to 0 to ensure none of the ALF APS is an empty APS.

Abstract: A method and apparatus of prediction for video coding are disclosed. According to the method, when the Intra Sub-Partition (ISP) mode is applied to a block, the block is partitioned into multiple sub-blocks horizontally or vertically. A target horizontal transform and a target vertical transform are determined from a candidate transform set for each of the multiple sub-blocks according to a target setting belonging to a setting group comprising unified setting and block setting. The target horizontal transform and the target vertical transform selected are then applied to each of the multiple sub-blocks. According to another method, a target horizontal and vertical transform are determined from a candidate transform set without a transform index for the current block according to unified setting, wherein the unified setting comprises two or more Intra modes or Intra-related modes.

Abstract: Method and apparatus for constrained de-blocking filter are disclosed. According to one method, if a CU is partitioned into multiple sub-CUs, the de-blocking process is also applied to the sub-block boundaries inside the current filtered-reconstructed block. According to another method, if first reference samples used for the de-blocking process of a first boundary are to be modified by the de-blocking process of a second boundary, the first reference samples are replaced by padding samples that are not to be modified by the de-blocking process of the second boundary. According to yet another method, the de-blocking process is applied to a reconstructed block corresponding to a current block to result in a current filtered-reconstructed block regardless whether a boundary of the current block corresponds to an 8×8 sample grid boundaries.

Abstract: A video decoder determines whether the current block is coded by using intra block copy mode. The video decoder identifies a list of one or more prediction candidates for the current block. When the current block is not coded by using intra block copy mode, one or more spatial neighbors of the current block that are positioned in a same MER as the current block are excluded from the list of prediction candidates. When the current block is coded by using intra block copy mode and the list of prediction candidates belongs to a predefined subset of multiple different candidate lists, at least one of the identified prediction candidates is a spatial neighbor of the current block that is positioned in the MER. The video decoder reconstructs the current block by using a prediction candidate selected from the list of prediction candidates to generate a prediction of the current block.

Abstract: A method and apparatus for alternative transforms in a video coding system according to a control flag are disclosed. In one embodiment, the control flag for the current PU is determined. If the control flag is on, a first transform is applied to each current TU (transform unit) at an encoder side or an inverse transform of the first transform is applied to each current TU at a decoder side if the current TU has a first boundary type. Furthermore, a second transform is used for each current TU if the current TU has a second boundary type. The first transform is different from the second transform. On the other hand, if the control flag is off, a selected transform is used for each current TU.

Abstract: A video decoder parses a sequence parameter set (SPS) that is applicable to a current sequence of video pictures that includes the current picture, the SPS comprises a first dependent quantization flag and a first sign hiding flag. When the first dependent quantization flag indicates that dependent quantization is enabled for the current sequence, the decoder parses a second dependent quantization flag for indicating whether dependent quantization is used for quantizing the one or more slices of the current picture.
