Abstract: A video coding mechanism is disclosed. The mechanism includes encoding a bitstream comprising one or more layers of coded pictures. Abstract: A video coding mechanism is disclosed. The mechanism includes receiving a bitstream comprising an output layer set (OLS) and a video parameter set (VPS). The OLS includes one or more layers of coded pictures and the VPS includes an OLS mode identification code (ols_mode_idc) specifying that for each OLS, all layers in the each OLS are output layers. The output layers are determined based on the ols_mode_idc in the VPS. A coded picture from the output layers is decoded to produce a decoded picture. The decoded picture is forwarded for display as part of a decoded video sequence.

Abstract: A method of decoding a coded video bitstream. The method includes obtaining a first reference picture list of a current slice represented in the coded video bitstream and a second reference picture list of the current slice, and marking a status of a reference picture in a decoded picture buffer (DPB) based on the first reference picture list and the second reference picture list when the current slice is a first slice in a current picture to which the current slice belongs. The status of the reference picture in the decoded picture buffer is used for short-term reference, used for long-term reference, or unused for reference. The method also includes using the reference picture in a reconstructing process of the current picture or a picture following the current picture when the status of the reference picture is used for short-term reference or used for long-term reference.

Abstract: A video coding mechanism is disclosed. The mechanism includes receiving at a decoder, a bitstream including a video coding layer (VCL) network abstraction layer (NAL) unit containing a slice of image data divided into a plurality of tiles. A number of the tiles in the VCL NAL unit are determined. A number of entry point offsets for the tiles is also determined as one less than the number of the tiles in the VCL NAL unit. Each entry point offset indicates a starting location of a corresponding tile in the VCL NAL unit. The number of entry point offsets is not explicitly signaled in the bitstream. The entry point offsets for the tiles are obtained based on the number of entry point offsets. The tiles are decoded at the entry point offsets to generate a reconstructed image.

Abstract: A video coding mechanism is disclosed. The mechanism includes receiving a bitstream comprising a plurality of sub-pictures associated with a picture and a flag. The sub-pictures are contained in a plurality of video coding layer (VCL) network abstraction layer (NAL) units. A NAL unit type value is the same for all VCL NAL units associated with the picture when the flag is set to a first value. When the flag is set to a second value, a first NAL unit type value for VCL NAL units containing one or more of the sub-pictures of the picture is different than a second NAL unit type value for VCL NAL units containing one or more of the sub-pictures of the picture. The sub-pictures are decoded based on the NAL unit type values. The sub-pictures are forwarded for display as part of a decoded video sequence.

Abstract: A video coding mechanism is disclosed. The mechanism includes receiving a bitstream comprising a current picture including a sub-picture coded according to inter-prediction. A motion vector for a block of the sub-picture is determined. A clipping function is applied to sample locations in a reference block to support application of an interpolation filter when the motion vector points outside of the sub-picture and when a flag is set to indicate the sub-picture is treated as a picture. The interpolation filter is applied to results of the clipping function to obtain a predicted sample value. The block is decoded based on the predicted sample value. The block is forwarded for display as part of a decoded video sequence.
