Abstract: A video decoding device receives a bitstream including a prediction block and a residual block with coefficients transformed by a Spatial Varying Transform (SVT). The video decoding device determines a type of SVT employed to transform the coefficients in the residual block and determines a position of the SVT relative to the residual block by determining a candidate position step size and a position index for the SVT. The video decoding device applies an inverse transform to the coefficients based on the SVT type and position to create a reconstructed residual block. The video decoding device applies the reconstructed residual block to the prediction block to reconstruct a video block and reconstructs a video sequence for display, the video sequence including a video frame that includes the reconstructed video block.

Abstract: A video picture prediction method and apparatus are provided, to provide a manner of determining a maximum length of a candidate motion vector list corresponding to a subblock merge mode. The method comprises: parsing a first indicator from a bitstream; if the first indicator indicates that a candidate mode used to inter predict the to-be-processed block comprises an affine mode, parsing a second indicator from the bitstream, where the second indicator is used to indicate a maximum length of a first candidate motion vector list, and the first candidate motion vector list is constructed for the to-be-processed block, a subblock merge prediction mode is used for the to-be-processed block; and determining the maximum length of the first candidate motion vector list based on the second indicator.

Abstract: A mechanism for position dependent spatial varying transform (SVT) for video coding. A prediction block and a corresponding transformed residual block are received at a decoder. A type of spatial varying transform (SVT) employed to generate the transformed residual block is determined. A position of the SVT relative to the transformed residual block is also determined. An inverse of the SVT is applied to the transformed residual block to reconstruct a reconstructed residual block. The reconstructed residual block is then combined with the prediction block to reconstruct an image block.

The method includes: when a plurality of preset conditions are satisfied, performing bi-directional optical flow BDOF processing on a current picture block, to obtain a predicted sample value of the current picture block, where the plurality of preset conditions include at least a condition that a height H of the current picture block is greater than or equal to 8, a width W of the current picture block is greater than or equal to 8, and a product of the width W of the current picture block and the height H of the current picture block is greater than 128. Thus encoding/decoding complexity and prediction accuracy can be balanced to some extent.

Abstract: This application discloses an apparatus for constructing a merge candidate motion information list, including: one or more processors; a non-transitory memory storage comprising instructions which when executed by the one or more processors, cause the apparatus to obtain first motion information and add the first motion information to a first candidate motion information set, to obtain a second candidate motion information set; obtain second motion information based on an HMVP candidate motion information list; when the second motion information is different from all motion information in the second candidate motion information set, add the second motion information to the second candidate motion information set, to obtain a merge candidate motion information list, wherein a quantity of pieces of motion information in the merge candidate motion information set is equal to a preset threshold. Implementing this application reduces complexity in constructing the merge candidate motion information list, and improve coding efficiency.
