A video encoder may generate a bitstream that includes a syntax element that indicates whether inter-layer prediction is enabled for decoding a tile of a picture of the video data. Similarly, a video decoder may obtain, from a bitstream, a syntax element that indicates whether inter-layer prediction is enabled. The video decoder may determine, based on the syntax element, whether inter-layer prediction is enabled for decoding a tile of a picture of the video data, and decode the tile based on the determination.

A method of coding video data includes receiving one or more layers of video information. Each layer may include at least one picture. The method can include processing an indicator within at least one of a video parameter set (VPS), a sequence parameter set (SPS), or a picture parameter set (PPS) that indicates whether all direct reference layer pictures associated with the at least one of the video parameter set (VPS), the sequence parameter set (SPS), or the picture parameter set (PPS) are added to an inter-layer reference picture set. Based on the indicator, the method can further include refraining from further signaling inter-layer reference picture information in any video slice associated with the at least one of the video parameter set (VPS), the sequence parameter set (SPS), or the picture parameter set (PPS). Alternatively, based on the indicator, the method can further include adding to the inter-layer reference picture set all direct reference layer pictures for any video slice associated with the at least one of the video parameter set (VPS), the sequence parameter set (SPS), or the picture parameter set (PPS).

In one example, a device for coding video data includes a video coder configured to code an intra random access point (IRAP) picture of a partially aligned IRAP access unit of video data, and code data that indicates, when performing random access from the partially aligned IRAP access unit, at least one picture of a video coding layer that is not correctly decodable. When the video coder comprises a video decoder, the video decoder may skip decoding of the pictures that are not correctly decodable, assuming random access has been performed starting from the partially aligned IRAP access unit.

In one implementation, an apparatus is provided for encoding or decoding video information. The apparatus comprises a memory configured to store inter-layer reference pictures associated with a current picture that is being coded. The apparatus further comprises a processor operationally coupled to the memory. In one embodiment, the processor is configured to indicate a number of inter-layer reference pictures to use to predict the current picture using inter-layer prediction. The processor is also configured to indicate which of the inter-layer reference pictures to use to predict the current picture using inter-layer prediction. The processor is also configured to determine an inter-layer reference picture set associated with the current picture using the indication of the number of inter-layer reference pictures and the indication of which of the inter-layer reference pictures to use to predict the current picture using inter-layer prediction.

A method of encoding video data comprising encoding a current picture of video data, generating a respective collocated reference picture index syntax element for one or more slices of the current picture, and performing a bitstream conformance check only for slices of the one or more slices that do not have an intra slice type and for which a temporal motion vector predictor is enabled, the bitstream conformance check constraining the values of the respective collocated reference picture index syntax elements such that each respective collocated reference picture index syntax element points to the same picture and does not reference the current picture itself.
Abstract:
In general, techniques are described for performing multiple passes of sample adaptive offset (SAO) filtering when coding video data. A video decoding device comprising one or more processors may perform the techniques. The processors may determine a first SAO pixel classification for a block of video data and determine a first offset value based on the first SAO pixel classification and one or more pixel values of the block. The one or more processors may also determine a second SAO pixel classification for the block and determine a second offset value based on the second SAO pixel classification and the one or more pixel values of block of video data. The processors may then apply the first offset value and the second offset value to the block of video data to generate a block of SAO filtered video data.

A video processing device is configured to obtain, from a bitstream, one or more syntax elements indicating one or more partitioning schemes for an output layer set. For each respective partitioning scheme of the one or more partitioning schemes, the respective partitioning scheme specifies a division of the output layer set into one or more partitions. Each layer in the output layer set belongs to exactly one partition in the respective partitioning scheme. Additionally, the video processing device obtains, from a Supplemental Enhancement Information (SEI) message or video usability information (VUI) in a video parameter set (VPS), hypothetical reference decoder (HRD) parameters for each of the one or more partitioning schemes. For each respective partition of the respective partitioning scheme, the video processing device tests, based on the HRD parameters for the respective partitioning scheme, the respective partition for conformance to a video coding standard.

An example method of encoding video data includes determining a resolution that will be used for a motion vector that identifies a predictor block in a current picture of video data for a current block in the current picture of video data; determining, based on the determined resolution, a search region for the current block such that a size of the search region is smaller where the resolution is fractional-pixel than where the resolution is integer-pixel; selecting, from within the search region, a predictor block for the current block; determining the motion vector that identifies the selected predictor block for the current block; and encoding, in a coded video bitstream, a representation of the motion vector.

An apparatus configured to decode video data that comprises a memory configured to store the video data; and one or more processors. The one or more processors are configured to: receive a bitstream that is constrained such that escape values used in a palette mode for decoding the video data are no greater than a maximum value, wherein the bitstream includes information for determining at least one escape value representing a sample in a block of the video data to be decoded; and reconstruct the sample in the block of the video data using the information for determining the at least one escape value.
Abstract:
Techniques for sample adaptive offset (SAO) filtering that focus on filtering the changed region of a picture or layer (e.g., the high frequency component of video blocks of a picture or layer) are described. The techniques may be referred to as High-Frequency-Pass SAO (HSAO) filtering. In one example, a method for coding video data comprises obtaining a decoded block of video data, separating the decoded block of video data into a low-frequency component and a high-frequency component, applying an SAO filter to the high-frequency component to generate a SAO filtered high-frequency component, and combining the SAO filtered high-frequency component and the low-frequency component to generate a filtered decoded block of video data.
