This application provides a communication method and a communication apparatus. The method includes: A terminal device receives first indication information from a network device, where the first indication information includes at least one first threshold; and the terminal device determines, based on the first indication information, to disable or enable a HARQ function of at least one HARQ process. According to the method provided in embodiments of this application, a delay problem of a HARQ mechanism caused by a large delay in non-terrestrial network communication can be effectively resolved, thereby increasing a data transmission rate.

A transmission method includes: a terminal device receives an uplink grant from a base station; and the terminal device sends a report to the base station, where the report includes a power headroom of each of at least one uplink subcarrier, and/or a power headroom of each of at least one bandwidth part. According to the uplink data transmission method, the terminal device, and the base station in embodiments of this disclosure, a power headroom can be reported at a finer granularity.

This application provides a data packet integrity protection method and apparatus, and a storage medium. A first network device configures a terminal to perform integrity protection on a part of data packets in a MAC PDU. After receiving a first data packet and a second data packet from the terminal, a second network device sends the first data packet, the second data packet, and first indication information to the first network device, to indicate that the two data packets belong to a same MAC PDU. When failing to perform integrity verification on the first data packet based on the first indication information fails, the first network device discards the foregoing two data packets. This reduces complexity of integrity protection.

In an embodiment, a communications interface is configured to receive a first packet paging message sent by a core network node; a processor determines, according to the first packet paging message received by using the communications interface, that a terminal is an M2M terminal; and a transmitter sends a coverage-enhanced second packet paging message to the terminal.

Embodiments of the present invention relate to a method for establishing a bearer for a machine to machine service and a network transmission device. The method includes receiving a user plane resource establishment request message sent by an MTC device, where the user plane resource establishment request message includes at least one of MTC features, QoS requirements, a service indication request and a group identity; determining negotiated QoS parameters according to the user plane resource establishment request message; and establishing a transmission bearer with the MTC device according to the negotiated QoS parameters. The present invention provides a method for establishing a transmission bearer between a network and an MTC device.

The present invention provides an access control method, a base station, user equipment, and a mobility management entity, where the access control method includes: receiving, by the base station, a temporary identifier and a PLMN available indication that are of the UE and sent by the UE; receiving a service request message sent by the UE, and determining a serving MME of the UE according to a GMMEI in the temporary identifier of the UE; and sending the service request message and the PLMN available indication to the serving MME of the UE, so that the serving MME of the UE sends a redirection indication, and the UE registers with an HPLMN of the UE. Therefore, in a network sharing scenario, the UE can select the home PLMN of the UE as a serving PLMN of the UE as early as possible.

The present invention discloses a service establishment method, device, and system, relating to the field of communications. The method includes: receiving a service indication message, where the service indication message includes service support information about a service initiated by a terminal; and when it is determined on the basis of the service support information that a network format opened by a cell in which the terminal initiates the service does not support the service initiated by the terminal, switching the service initiated by the terminal to a cell that supports the service initiated by the terminal. In the present invention, when a terminal initiates in a cell of an opened network format a service that is not supported by the currently opened network format, the service initiated by the terminal can be established successfully, and the user experience can be improved.
